Announcement of the Ministry of Industry and Information Technology [Announcement on Repealing and Revising Relevant Policies and Standards Concerning the Cascade Utilization of Used Power Batteries for New Energy Vehicles and Regulating Related Industry Activities]

On July 30, 2026, the Ministry of Industry and Information Technology issued an announcement regarding the repeal and revision of relevant policies and standards for the "cascade utilization" of used power batteries from new energy vehicles, as well as the regulation of related industry activities. The relevant clauses on "cascade utilization" in the "Industry Standard Conditions for Comprehensive Utilization of Used Power Batteries from New Energy Vehicles" are repealed. The management of announcements of companies engaged in "cascade utilization" will cease, and previously announced companies will be removed from the list of companies meeting the industry standard conditions for comprehensive utilization of used power batteries from new energy vehicles. The previously announced list of recycling companies will remain valid.

To implement the "Interim Measures for the Management of Recycling and Comprehensive Utilization of Waste Power Batteries from New Energy Vehicles," strengthen the coordination of laws, regulations, policies, and standards, safeguard the lives and property of the people, and promote the healthy development of the industry, the following matters are hereby announced:


I. The relevant clauses on "cascade utilization" in the "Industry Standard Conditions for Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles (2024 Edition)" are hereby repealed . The management of the announcement of "cascade utilization" enterprises will be discontinued. The "cascade utilization" enterprises that have been announced will be removed from the list of enterprises that meet the industry standard conditions for comprehensive utilization of waste power batteries for new energy vehicles (see attachment). The list of recycling enterprises that have been announced will remain valid.


Second, battery products manufactured by enterprises using waste power batteries shall meet the quality standards of the application field. No organization or individual may use waste power batteries, either as a whole or after disassembly, reorganization, assembly or other related processes , in the form of battery packs, modules, or individual cells, for electric bicycles or other fields prohibited by laws, administrative regulations and mandatory standards.


Third, relevant standardization technical organizations should comprehensively review the national and industry standards related to the "cascade utilization" of waste power batteries under their jurisdiction, and expedite their repeal or revision to meet management requirements.


Fourth, relevant competent authorities should accelerate the repeal or revision of policies and standards related to the "cascade utilization" of waste power batteries, and work with relevant departments to strengthen supervision and law enforcement, and investigate and punish, in accordance with laws and regulations, acts such as using waste power batteries to produce substandard battery products.


Fifth, relevant social organizations should comprehensively review the names, business scopes, and work contents of their own units and subordinate institutions (including professional committees, branches, etc.). For those involving "tiered utilization," they should promptly revise and adjust them, and cease all activities related to "tiered utilization," including publicity, promotion, conferences, exhibitions, service consultations, training, and exchanges.

With the rapid development of the new energy vehicle industry, the amount of retired power batteries has been increasing year by year, and it has now entered a stage of large-scale retirement. In recent years, some companies have processed waste power batteries through processes such as testing, sorting, disassembly, and reassembly, turning them into battery products for use in fields such as backup power for communication base stations. This is what is commonly referred to as "cascade utilization" of batteries. Waste power batteries generally suffer from poor consistency and varying residual energy . If they are simply disassembled and reassembled without strict quality control processes, the resulting battery products are prone to thermal runaway due to overcharging, short circuits, and compression, posing safety hazards. To eliminate such hazards and regulate industry order, the Ministry of Industry and Information Technology, together with relevant departments, has successively issued a series of policies and standards, putting forward clear management requirements for "cascade utilization" activities in terms of product design, testing and performance, product labeling, and product certification. However, in practice, some companies use the name of "cascade utilization" to produce substandard battery products, making it difficult for relevant companies and consumers at the product end to distinguish between qualified and substandard products, causing conceptual confusion and cognitive misguidance, and threatening the safety of people's lives and property.


To further strengthen industry regulation, in 2025, the Ministry of Industry and Information Technology, together with relevant departments, jointly issued the "Interim Measures for the Management of Recycling and Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles" (hereinafter referred to as the "Management Measures"). From the perspective of protecting the lives and property of the people, the "Management Measures" emphasizes the following requirements: First, it clarifies that the comprehensive utilization of waste power batteries refers to activities involving the dismantling, crushing, sorting, and smelting of batteries for resource utilization, and no longer includes the concept of "cascade utilization." Second, it emphasizes that battery products produced in any way must meet the quality standards of the application field. Third, it stipulates that no organization or individual may use waste power batteries, either as a whole or after dismantling, reassembling, or assembling processes , in the form of battery packs, modules, or individual units for electric bicycles or other fields prohibited by laws, administrative regulations, or mandatory standards.


Since the implementation of the "Management Measures," the Ministry of Industry and Information Technology, together with relevant departments, has carried out joint law enforcement campaigns to regulate the recycling and utilization of waste power batteries. Local authorities have been organized to investigate and punish, in accordance with laws and regulations, illegal sales of waste power batteries, the production of substandard products using waste power batteries, failure to fulfill information traceability responsibilities, illegal dismantling and environmental pollution, and unlicensed operations. However, according to relevant sources, some illegal enterprises are still hiding in urban-rural fringe areas, villages, and towns, covertly engaging in the "cascade utilization" of waste power batteries, and using the produced batteries in areas explicitly prohibited, such as electric bicycles, disrupting market order. Furthermore, some policy documents and standard texts issued by national and local departments still contain content related to the "cascade utilization" of waste power batteries, which is inconsistent with the provisions of the "Management Measures," easily leading to public misinterpretation and confusion, and affecting the smooth implementation of the management system. In accordance with the deployment of the National Working Group for the Recycling and Utilization of New Energy Vehicle Power Batteries, and to strengthen policy coordination, form a joint effort, and effectively protect the lives and property of the people, adhering to the principle of "people first, life first," the Ministry of Industry and Information Technology has formulated the "Announcement."
