China's Photovoltaic Export Tax Rebates Fully Abolished, Industry Accelerates Survival of the Fittest

On January 8, 2026, the Ministry of Finance and the State Taxation Administration issued an announcement, clarifying that the export tax rebate for photovoltaic and other products will be canceled starting from April 1, 2026. This follows the previous adjustment in December 2024, which reduced the export tax rebate rate for photovoltaic products from 13% to 9%. The latest adjustment involves 249 products, including photovoltaic components, wafers, and battery cells, with battery products being phased out gradually (the rebate rate will drop to 6% from April 1, 2026, and be fully canceled from January 1, 2027). The policy aims to promote industry consolidation, ease international trade friction pressures, and is expected to significantly impact the cost structure and competitive landscape of photovoltaic export companies.
