India's New Regulations on Photovoltaic Waste Management are Released

Recently, India's Central Pollution Control Board (CPCB) released the Draft Guidelines for Storage and Disposal of Solar PV Modules, Panels, and Battery Waste, addressing the urgent challenge of managing an estimated 600,000 tons of solar waste by 2040 following the country's rapid 100 GW solar capacity expansion. As a supplement to the E-Waste (Management) Rules, 2022, these guidelines systematically regulate end-of-life waste management for the first time: Producers are mandated to establish public collection networks and submit periodic waste flow reports, advancing Extended Producer Responsibility (EPR) implementation. For storage/transport, waste must be kept on impermeable surfaces in ventilated enclosures with 2-meter stacking limits, while covered trucks prevent heavy metal leakage. The guidelines emphasize resource circularity—recovering semiconductor-grade materials from scrap (with 90%+ recyclability for aluminum frames and glass )—significantly reducing resource consumption. This marks India's critical step toward building a PV circular economy and alleviating environmental pressures.
