Qinghai Province, Shaanxi Province and 8 cities in Zhejiang Province support upgrading of solar power plants that are more than 10 years old; Guangdong, Tibet and four cities promote upgrading of solar power plants that have reached service liives

On August 14, 2024, the General Office of the People's Government of Qinghai Province issued the "Implementation Plan for Qinghai Province to Step Up Efforts to Promote Large-Scale Equipment Updates and Consumer Goods Replacement", which mentioned supporting the renovation and upgrading of key facilities and supporting equipment of old photovoltaic power stations with an operation time of more than 10 years.


On October 4, 2024, the Shaanxi Provincial Development and Reform Commission and the Shaanxi Provincial Department of Finance issued the "Shaanxi Province's Implementation Plan for Further Supporting Large-Scale Equipment Updates and Consumer Goods Trade-ins", which mentioned supporting the renovation and upgrading of key facilities and supporting equipment of old photovoltaic power stations with an operation time of more than 10 years.


On April 2, 2024, the People's Government of Zhejiang Province issued the "Several Measures for Zhejiang Province to Promote Large-Scale Equipment Renewal and Replacement of Old Consumer Goods", proposing that by 2027, more than 70,000 kilowatts of wind power installed capacity will be upgraded and renovated, and more than 100,000 kilowatts of photovoltaic installed capacity will be retired. Explore the residual life assessment of wind power and photovoltaic equipment, and promote the cascade utilization of equipment and key components. In 2024, many cities in Zhejiang Province, such as Huzhou, Jinhua, Quzhou, Wenzhou, Shaoxing, Ningbo, Hangzhou and Pinghu, Jiaxing, issued special action plans for equipment renewal in the energy field, jointly promoting the replacement of photovoltaic modules with large modules or new modules for modules that have been in operation for more than 10 years, with a panel power of less than 250 watts and an energy conversion efficiency of less than 18%-20%. On December 2, 2024, the Pinghu Municipal Development and Reform Bureau announced the "Supplementary Opinions on Several Policy Opinions (Trial) on Promoting Green and Low-Carbon Energy Development in Pinghu City (Draft for Comments)", encouraging the renewal of distributed photovoltaic equipment. For projects with a grid-connected capacity of 1 MW or more, more than 10 years old, a conversion efficiency of less than 18%, or a single-chip power of more than 250 watts, technical transformation and renewal will be implemented. After the technical transformation is completed and approved, a one-time subsidy of 0.2 yuan/watt will be given according to the updated capacity.


On April 13, 2024, the People's Government of Guangdong Province issued the "Implementation Plan for Promoting Large-Scale Equipment Updates and Trade-ins of Consumer Goods in Guangdong Province" to promote the decommissioning and replacement of wind power and photovoltaic power generation equipment that have reached or are approaching the end of their life cycle, and to increase installed capacity and power generation efficiency.


On June 19, 2024, the People's Government of the Tibet Autonomous Region issued the "Implementation Plan for Promoting Large-Scale Equipment Updates and Trade-ins of Consumer Goods in the Tibet Autonomous Region", exploring the decommissioning and replacement of photovoltaic power generation and energy storage equipment that have reached or are approaching the end of their life, and improving installed capacity, power generation efficiency and regulation capabilities.


On July 23, 2024,  the "Implementation Plan for Promoting Large-Scale Equipment Renewal and Consumer Goods Replacement in Yinchuan City in Ningxia Hui Autonomous Region" was  issued , which mentioned the launch of a pilot program to upgrade old photovoltaic power stations and promoted the retirement and replacement of wind power and photovoltaic power generation equipment that has reached or is approaching the end of its life.


On November 1, 2024,   the "Implementation Plan for Promoting Large-Scale Equipment Updates and Trade-in of Consumer Goods in Shenyang City in Liaoning Province" was issued, which promoted the renewal and replacement of wind power and photovoltaic and charging and swapping equipment that have reached or are approaching the end of their life.


On July 1, 2024,  the "Work Plan to Promote Large-Scale Equipment Updates and Consumer Goods Trade-in in Hechi City in the Guangxi Zhuang Autonomous Region " was issued, which promoted the renewal and transformation of charging and swapping equipment and photovoltaic equipment that have reached or are approaching the end of their life.


On May 22, 2024,   the " Action Plan to Promote Large-Scale Equipment Updates and Consumer Goods Trade-ins in Yancheng City in Jiangsu Province" was issued, actively promoting the replacement of photovoltaic power station equipment that has exceeded its service life.
