Guiding Opinions of the Inner Mongolia Autonomous Region on Promoting the Recycling of Retired Wind Power and Photovoltaic Equipment
In order to implement the requirements of documents such as the "Guiding Opinions of the National Development and Reform Commission and Other Departments on Promoting the Recycling of Retired Wind Power and Photovoltaic Equipment", this opinion is formulated in light of the actual situation in our region.
I. General requirements
In accordance with the development ideas of the whole chain and the whole life cycle of new energy, we will actively build a recycling system for wind power and photovoltaic equipment that covers green design, standardized recycling, high-value utilization, harmless disposal and other links. By 2025, a basic responsibility mechanism for the treatment of retired equipment of centralized wind farms and photovoltaic power stations will be established, and relevant standards and specifications for the recycling of retired wind power and photovoltaic equipment will be further improved, and breakthroughs will be made in key technologies for the recycling of retired wind power and photovoltaic equipment resources. By 2030, a complete recycling technology system for the whole process of retired wind power and photovoltaic equipment will be established, a sound resource recycling model will be established, and a resource recycling capacity that effectively matches the scale of retirement of wind farms and photovoltaic power stations in our region will be built. The standard and specification system will be more complete, and a number of retired wind power and photovoltaic equipment recycling industry clusters and core enterprises will be created, and the recycling level of wind power and photovoltaic equipment will be significantly improved.
II. Key Tasks
(I) Establish and improve a responsibility mechanism for the treatment of retired wind power and photovoltaic equipment, urge and guide centralized wind power and photovoltaic power generation companies to assume the responsibility for the treatment of retired equipment (including parts, hereinafter the same) in accordance with the law, guide power generation companies to regard the recycling and proper disposal of waste as an important part of project transformation and upgrading and decommissioning, and urge power generation companies to promptly restore the surrounding ecological environment after dismantling wind power and photovoltaic equipment. They must not illegally dispose of retired equipment by landfilling, discarding, etc., and must not put industrial solid waste into domestic waste collection facilities. Guide power generation companies to improve the scrap management system for retired wind power and photovoltaic equipment and improve the efficiency of scrap asset disposal. Implement relevant requirements for the transaction and transfer of state-owned assets, explore the formulation of a system for the treatment and disposal of retired state-owned wind power and photovoltaic equipment, and promote companies to efficiently and standardizedly dispose of related assets. (II) Promote the transformation, upgrading and decommissioning of wind farms and photovoltaic power stations in an orderly manner. Actively implement the relevant policy requirements such as the "Management Measures for the Transformation, Upgrading and Decommissioning of Wind Farms", coordinate the design service life, safe operation status, spatial distribution, etc. of wind farms and photovoltaic power stations in the whole region, organize the transformation, upgrading and decommissioning declaration of wind farms and photovoltaic power stations in a timely manner, and urge power generation companies to promote the transformation, upgrading and decommissioning of wind farms and photovoltaic power stations in an orderly manner. Explore and study relevant policies for the transformation, upgrading and decommissioning of photovoltaic power stations. (The Autonomous Region Energy Bureau is responsible)
(III) Improve the equipment recycling system
Implement the national policy system for recycling and utilization of retired wind power and photovoltaic equipment, and support equipment manufacturers and third-party professional recycling companies to carry out the recycling business of retired wind power and photovoltaic equipment through independent recycling, joint recycling or entrusted recycling. Guide renewable resource recycling companies to recycle scrap steel, scrap non-ferrous metals and other renewable resources in a standardized and orderly manner. Encourage manufacturing companies, power generation companies, operating companies, recycling companies, and utilization companies to establish a long-term cooperation mechanism, smooth the recycling and utilization channels, and strengthen the coordination of upstream and downstream industries. Support the development of a "one-stop" service model for on-site, harmless dismantling and recycling of retired wind power and photovoltaic equipment. In light of the actual situation of the autonomous region, the recycling and reuse of retired wind power and photovoltaic equipment will be included in the autonomous region's circular economy development plan, and Baotou City and Tongliao City will be supported to create a retired wind power and photovoltaic equipment recycling industry cluster to form a scale effect. Support state-owned enterprises to play a demonstration and leading role, and strengthen state-owned enterprises to invest in and operate the retired wind power and photovoltaic equipment recycling industry. (The Autonomous Region's Department of Industry and Information Technology, Department of Commerce, State-owned Assets Supervision and Administration Commission, Development and Reform Commission, and Energy Bureau will be responsible together with relevant departments)
(IV) Improve the recycling capacity of retired equipment
First, improve the level of green design. Actively implement the "Standardized Conditions for Photovoltaic Manufacturing Industry" and other regulatory requirements, and encourage manufacturing companies to give priority to the use of recycled materials in the product design and production process while ensuring product quality, performance and safety. Guide manufacturing companies to increase green design efforts and improve the level of green design with the goal of lightweight, easy disassembly, easy transportation and easy recycling. Second, strengthen the ability to recycle resources. Encourage recycling companies to carry out refined disassembly and high-level recycling of retired wind power and photovoltaic equipment, focusing on the foundation, tower, blades, nacelle, generator, gearbox, electric control cabinet and other components in wind turbines, as well as photovoltaic laminates, frames, junction boxes and other components in photovoltaic modules, to carry out high-level recycling. Support recycling companies to accelerate the formation of recycling industrialization capabilities for complex materials, focusing on fiber composite materials for wind turbine blades, and semiconductor materials, metal materials, polymers, etc. in photovoltaic modules, and explore advanced recycling technologies and business models that take into account both economic and environmental protection. The third is to steadily promote equipment remanufacturing. Steadily promote the development of the remanufacturing industry of wind turbines and photovoltaic modules, and take the lead in developing high-value components such as generators, gearboxes, main bearings, and key components such as photovoltaic inverters in wind power equipment. Steadily and orderly explore the application of remanufactured components in the field of new energy operation and maintenance, and support wind power and photovoltaic equipment manufacturers and operation and maintenance companies to expand remanufacturing business. Encourage research institutions, industry organizations and backbone enterprises to jointly build a remanufacturing testing and verification platform for wind turbines and photovoltaic module parts. Cultivate third-party appraisal and evaluation agencies for wind power and photovoltaic remanufacturing equipment to promote the standardized development of the industry. Fourth, support the development of key enterprises. Strictly implement relevant national and regional policies and regulations, encourage equipment recycling and utilization enterprises and equipment manufacturing enterprises to accelerate the development of the recycling industry, select and build a group of nationally competitive enterprises from enterprises that meet the relevant conditions such as wind power and photovoltaic equipment recycling qualifications, and actively support them to open branches outside the region to participate in the competition while growing and developing in the region. (V) Standardize the harmless disposal of solid waste
Strengthen supervision of environmental pollution prevention and control throughout the entire process of recycling and disposal of retired wind power and photovoltaic equipment, strictly enforce pollution control requirements for harmless disposal of retired equipment, ensure compliance with national environmental protection standards, and strictly control environmental pollution risks caused by terminal solid waste in the disposal process. (VI) Improve the standard and specification system
Implement national standards and specifications for green design and comprehensive utilization of wind power and photovoltaic equipment. Improve local standards for the evaluation of the operation of wind power equipment, photovoltaic modules and related components during their life cycle, and make the equipment and components recyclable and recyclable as an important part of the evaluation. Accelerate the research on pollution control issues in the recycling, utilization and disposal of wind power and photovoltaic equipment, and explore the development of technical standards for the prevention and control of pollution from abandoned wind power and photovoltaic equipment. III. Safeguard Measures
(I)Strengthen organizational leadership
The Autonomous Region Energy Bureau will strengthen overall coordination and increase the promotion of the recycling of retired wind power and photovoltaic equipment. It will be responsible for taking the lead in establishing and improving the recycling list of the entire region, and dispatching and promoting the implementation of various leagues, cities and relevant departments and bureaus. All leagues, cities and relevant departments are responsible for regularly reporting the promotion and implementation of retired wind power and photovoltaic equipment to the Autonomous Region Energy Bureau. All relevant departments will implement the division of responsibilities, formulate relevant supporting policies, and form a joint force to promote coordinated efforts. All leagues and cities should fully recognize the importance of recycling retired wind power and photovoltaic equipment and take effective measures to strengthen policy implementation.
(II) Increase technology research and development efforts
Strengthen the leadership of scientific and technological innovation, plan and layout the scientific and technological innovation platform for the recycling and utilization of new energy and renewable resources, promote the formation of core technology reserves for recycling and utilization, and include the research and development of recycling technology for retired wind power and photovoltaic equipment into the relevant key projects of the autonomous region's key research and development plan. Develop residual life assessment technology for wind power and photovoltaic equipment, and promote the continued use and cascade utilization of equipment and key components. Carry out key and difficult technical research on high-purity separation of photovoltaic components, recovery and extraction of rare metals, recovery and utilization of composite materials, high-value utilization of renewable resources, and remanufacturing of wind power equipment parts, break through core technology equipment, and study and establish a full-material whole-line recycling process. Promote the formation of a number of "government, industry, academia, research and application" integrated scientific and technological achievement transformation models.
(III) Strengthening policy support
Strengthen support for the recycling of retired wind power and photovoltaic equipment projects, and implement relevant tax incentives such as energy conservation and water conservation, accelerated depreciation of fixed assets, and immediate refund of value-added tax on comprehensive resource utilization products in accordance with the law. Enrich green financial products and services, and provide financing facilities for qualified retired wind power and photovoltaic equipment recycling projects. Encourage places with conditions to formulate special support policies for the recycling industry of retired wind power and photovoltaic equipment.
(IV) Strengthen publicity and guidance
We will increase the publicity of outstanding projects and typical cases of recycling retired wind power and photovoltaic equipment, and promote a number of advanced experiences that can be used as reference and replicated. We will encourage local governments, industry associations and relevant institutions to organize technical product docking exchange meetings, application demonstration on-site meetings and other activities to promote the exchange and promotion of advanced technology product models. We will support industry associations and third-party research institutions to compile industry development reports, analyze technology trends and development practices, promote the latest technology models, publicize typical cases, and guide the healthy development of the industry.
