On July 2, 2026, the Anhui Provincial Department of Ecology and Environment published on its official website the Letter in Reply to Representative Recommendation No. 0443 of the Fourth Session of the 14th Anhui Provincial People's Congress, which stated:
Our department has continuously optimized and upgraded the Anhui Solid Waste Management Information System, focusing on developing an integrated platform incorporating electronic ledger management, business processing, data statistical analysis, and supply-and-demand matching. The platform has enabled online reporting of hazardous waste generation, online filing of management plans, operation of transfer manifests, online reporting of utilization and disposal, and whole-process supervision. It has also been fully connected with the National Solid Waste Management Information System and interconnected with the provincial transportation management information system and other systems.
At present, our department is developing modules for the whole-process management of general industrial solid waste and a supply-and-demand platform, which are scheduled to be launched before the end of August. Once launched, waste-generating entities will be able to log in to the provincial Solid Waste Management Information System through “Wanqitong,” publish their general industrial solid waste utilization and disposal needs, and search for information such as the utilization and disposal capacity published by utilization and disposal entities. Solid waste utilization and disposal entities will be able to submit materials proving their qualifications and technical capabilities through the platform. After review by local ecology and environment departments, they will be able to publish information such as their utilization and disposal capabilities on the platform.
In January 2026, the Ministry of Commerce and eight other departments issued the Notice on Implementing the Green Consumption Promotion Initiative, which expressly called for “promoting the development of a national unified recycling service platform.” On February 24, 2026, the General Office of the Sichuan Provincial People's Government issued a document supporting the development of the “Tianfu Green Exchange” renewable resources recycling system. In addition, the Beijing official recycling service platform, the “Jingcai Recycling” mini-program, has been launched. The commercial department of the Hunan Provincial Government will establish a province-wide unified information management platform for used materials. Hubei Province will establish a province-wide unified comprehensive supervision information platform for waste recycling and treatment. Henan Province is planning to develop the “Henan Solid Waste Resource Trading Platform.” Hebei Province has specified that renewable resources recycling operators shall regularly report information such as the types, quantities, and destinations of recycled renewable resources to the competent government authorities. Guangdong Province has issued policy documents to promote the expansion and strengthening of the “Yue Recycling” provincial resource recycling platform.
Compared with the platform positioning in most regions, which focuses on supply-and-demand matching and post-event monitoring, Anhui has moved the ecology and environment access review forward to the platform admission stage. This screens, at the source, operating entities with compliant disposal capabilities and environmental protection performance, substantially raising the access threshold for the renewable resources and solid waste disposal industries.

Your Proposal on Promoting Supply-and-Demand Matching for Solid Waste Disposal in Anhui Province was handled by our department in conjunction with the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Commerce, and the Anhui Provincial Tax Service of the State Taxation Administration. After careful study, our reply is as follows:
I. Establishing a Province-Wide Unified Supply-and-Demand Matching Platform

II. Strengthening Collaborative Disposal Capabilities and Improving Resource Reuse
(I) Supporting the Expansion of Collaborative Disposal. Our province has made simultaneous efforts at both the policy and project levels. At the policy level, multiple departments have issued a series of documents intensively in recent years. The 2023 Work Plan of the General Office of the Anhui Provincial People's Government on Strengthening Hazardous Waste Supervision and Reforming Utilization and Disposal Capabilities proposed encouraging the collaborative disposal of sludge, fly ash, and incineration residues in cement kilns. The 2024 Implementation Plan of Anhui Province for Accelerating the Development of a Waste Recycling System further specified that, provided relevant laws and regulations as well as environmental and safety standards are satisfied, and that the technology is feasible and environmental risks are controllable, the collaborative disposal of certain solid wastes in domestic waste incineration facilities should be advanced in an orderly manner. At the project level, in 2025, five cement kiln enterprises, including Wuhu Conch Environmental Protection Technology Co., Ltd., collaboratively disposed of hazardous waste, with an approved capacity of 635,000 tons/year. Wuhu Conch Environmental Protection Technology Co., Ltd. undertook the construction of the National East China Regional Centralized Disposal Center for Special-Category Hazardous Waste (Fly Ash). The Provincial Department of Industry and Information Technology included a number of projects, including the Comprehensive Resource Utilization Project for Solid Waste and Alternative Fuels of Chizhou Conch Environmental Protection Technology Co., Ltd., in the 2025 Green Manufacturing Guidance Plan, focusing on supporting leading enterprises such as Conch Group in taking the lead in pilot implementation.
(II) Promoting the Comprehensive Utilization of Solid Waste. The Provincial Department of Industry and Information Technology has actively expanded channels for the resource utilization of solid waste. It recommended three technologies and equipment products for inclusion in the 2025 Catalogue of Advanced and Applicable Technologies and Equipment for the Comprehensive Utilization of National Industrial Resources, and held a promotional event for “four new” industrial energy conservation and environmental protection technologies, products, services, and business models to strengthen the promotion and application of key technologies for the resource utilization of industrial solid waste. It promoted the application of industrial solid waste in the field of new wall materials, with annual consumption reaching approximately 30 million tons. It implemented standardized management of renewable resources comprehensive utilization enterprises and has cumulatively established 88 standardized processing and utilization enterprises for waste steel and other materials. The Provincial Department of Commerce promoted the development of a renewable resources recycling system. It promoted the scientific layout of a three-level recycling network in each city, consisting of community recycling points (stations), subdistrict transfer stations, and district/county sorting centers; carried out trade-in programs for consumer goods; and promoted the recycling of bulk consumer goods such as used vehicles and waste household appliances. It encouraged property management companies, waste collection and transportation companies, and household appliance manufacturers and sellers to concurrently operate renewable resources recycling businesses.
III. Improving Safeguard Mechanisms
(I) Strengthening Policy Incentives. In terms of tax incentives, the Provincial Tax Service has actively implemented relevant preferential tax policies for the comprehensive utilization of solid waste. Regarding value-added tax, taxpayers selling self-produced products made through the comprehensive utilization of solid waste are eligible for the policy of immediate collection and refund of value-added tax. Regarding corporate income tax, when products are manufactured using solid waste listed in the Catalogue of Preferential Corporate Income Tax Policies for Comprehensive Resource Utilization as the primary raw material, 90% of the income is included in taxable income, and eligible enterprises may enjoy the “three-year exemption followed by three-year half-rate reduction” policy. Regarding environmental protection tax, solid waste comprehensively utilized by taxpayers is temporarily exempt from environmental protection tax if it meets national and local environmental protection standards. In 2025, the province implemented various green tax and fee reductions and exemptions totaling more than CNY 26 billion. In terms of funding support, the Provincial Development and Reform Commission actively sought central government funding. In recent years, the state has allocated a total of CNY 120 million in central budgetary investment and ultra-long-term special treasury bond funds to Anhui Province to support the construction of key projects such as coal gangue comprehensive utilization and construction waste treatment and utilization. Provincial fiscal special funds were allocated to support the development of national key cities for the recycling system of used materials in Hefei and Wuhu.
(II) Strengthening Publicity, Promotion, and Training. The Provincial Tax Service has issued a green tax and fee list for five consecutive years and recorded high-quality training materials on preferential tax policies for “encouraging the comprehensive utilization of resources.” Multiple departments jointly carried out the “Delivering Law and Warmth to Enterprises” campaign, providing more than 2,000 key pollutant-discharging entities across the province with legal guidance and service packages. Our department will conduct training on platform operations and issue the Letter to General Industrial Solid Waste Generating Entities Throughout the Province, guiding both supply and demand parties to actively use the supply-and-demand publishing module of the provincial Solid Waste Management Information System and removing barriers to solid waste supply-and-demand matching.
Going forward, our department will continue to work with relevant departments to improve the supply-and-demand matching functions of the Anhui Solid Waste Management Information System, strengthen the exchange of solid waste information, explore cross-departmental and cross-sector data sharing, promote the optimized allocation of solid waste disposal resources, and support the development of “Waste-Free Cities.”
