In response to the policy initiative set out in Announcement No. 12 of 2026 issued by the State Taxation Administration, Guangdong Zihuan successfully issued its first “three-flow-integrated reverse invoice” for recycled resource collection on August 18, 2026. This model establishes a closed data loop connecting the flow of funds, goods, and invoices, enabling “payment triggers invoicing, invoicing triggers tax payment, and tax payment triggers treasury receipt.” It effectively addresses the difficulty of obtaining input invoices from individual suppliers in the recycled resources industry. It also allows access to tax incentives related to individual income tax prepayments, reducing operating costs for both suppliers and buyers.

The implementation of this invoice issuance marks an important breakthrough in Guangdong Zihuan’s efforts to advance tax digitalization and compliance upgrades. Next, Guangdong Zihuan will leverage the “Yue Regeneration” platform to promote this standardized transaction service and help build a regulated and efficient new ecosystem for the recycled resources industry.
