On April 24, the State Administration of Taxation issued an announcement on "Reverse Invoicing by Resource Recycling Enterprises to Natural Person Sellers of Scrapped Products" in order to implement the major decisions and arrangements of the Party Central Committee and the State Council on promoting large-scale equipment renewal and the replacement of old consumer goods with new ones. The document mentioned that "from April 29, 2024, natural person sellers of scrapped products (hereinafter referred to as sellers) sell scrapped products to resource recycling enterprises, and qualified resource recycling enterprises can issue invoices to sellers (hereinafter referred to as "reverse invoicing")"

According to the document, photovoltaic recycling companies that meet the requirements of the renewable resource recycling management measures issued by the national commerce department, register as business entities, complete the record of renewable resource recycling operators in the commerce department, and actually engage in resource recycling business may be allowed to issue special value-added tax invoices or ordinary invoices to sellers of scrapped products. This will help to further reduce the costs of photovoltaic recycling companies or solve the problem of cost pre-tax expenditure bottlenecks, making the tax and fee policies of the photovoltaic recycling industry run more smoothly.
