Huizhou, Guangdong Province, will build a cloud-based industrial platform for the waste materials industry, with plans to cover the entire city within the year. The platform will unify transactions, invoicing, and tax payment.

In March 2026, Huizhou will establish the Wuhui Cloud Industrial Park, a cloud-based industrial platform for the waste materials industry. The platform leverages blockchain and big data to build a closed-loop system for the entire recycling chain, establishing a three-tiered recycling network. The core of the project is to implement reverse invoicing to solve the problem of insufficient invoices for individual collectors.

The project aims to achieve full coverage of renewable resource enterprises throughout the city by 2026, with an estimated future transaction volume of 10 billion yuan, contributing over 100 million yuan in comprehensive tax revenue, improving resource recycling rates, and contributing to the construction of a zero-waste city.

In March 2026, Huizhou Zhihui Cloud Supply Chain Technology Co., Ltd. was officially established. The company is a joint venture between Huizhou Zhigu Industrial Co., Ltd., a state-owned enterprise under the Tonghu Ecological Smart Zone, and Huizhou Guoqu Cloud Industrial Park Management Co., Ltd.

Through this collaboration, both parties will work together to promote the standardized development of the renewable resources industry, address its pain points, and explore new paths for green and low-carbon development. They will jointly build the Wuhui Cloud Industrial Park, leveraging digitalization to empower industrial transformation and upgrading, and driving the renewable resources recycling industry towards standardization, intensification, and green development, thus contributing to the construction of "zero-waste cities" and high-quality development.


Together with various counties (districts) to build a three-tiered recycling network

According to reports, the Wuhui Cloud Industrial Park utilizes blockchain, big data, AI, and supply chain technologies as its core to create a cloud-based industrial platform for the waste materials industry, breaking through the limitations of time and space. It constructs a fully digitalized system encompassing "recycling—sorting—trading—processing," achieving closed-loop data management and analysis for the entire industry. The project will implement a "reverse invoicing" system for recycled resources and establish a closed-loop account management system, fundamentally solving the industry problem of companies acquiring recycled resources from individual buyers without proper invoices. Simultaneously, it will collaborate with industry associations in various counties (districts) to build a three-tiered recycling network consisting of community recycling points, transfer stations, and intelligent sorting centers, achieving efficient integration and collaborative development of industry resources. Furthermore, the platform will provide integrated industrial finance and tax transaction management, technological innovation exchange, financial services, and policy coordination, assisting enterprises in their digital transformation, promoting efficient collaboration between upstream and downstream industries, and creating a three-in-one recycled resources industry ecosystem.

The project aims to achieve city-wide coverage of renewable resource enterprises by 2026, with a projected transaction volume of 10 billion yuan and a total tax contribution exceeding 100 million yuan, cultivating new green economic growth points for Huizhou's "15th Five-Year Plan" development. Simultaneously, the project will promote the recycling rate of renewable resources to over 85% and the utilization rate of recyclable materials to 42.8%, significantly reducing the amount of solid waste landfilling and disposal, contributing to the construction of a "zero-waste city," and achieving synchronized economic development and ecological protection.


"Reverse invoicing" helps businesses solve invoice problems.

At the unveiling ceremony, representatives from all parties exchanged views on the project's significance and development prospects. A representative from the Zhongkai High-tech Zone Renewable Resources Association stated that the association will fully coordinate its member companies to promote their full integration into the industrial park platform and the full implementation of online transactions, helping the industry transform from a fragmented and disorganized model to a digitalized, standardized, and intensive one. Relying on the industrial park platform, the association will improve the entire chain of recycling, sorting, trading, and utilization, enhance resource utilization efficiency, standardize industry financial and tax management, and actively promote high-quality industrial development.

Representatives from the Huizhou Renewable Resources Association pointed out that the nation's vigorous promotion of "trade-in" and "zero-waste city" initiatives has brought new development opportunities to the renewable resources industry. As a pioneer in cooperation between state-owned and private enterprises, Zhihui Cloud Company, using Zhongkai District as a demonstration site, has created a renewable resources trading platform. This platform unifies transactions, invoicing, and tax payment, effectively addressing pain points such as the industry's fragmented and disorganized structure and invoice supervision, standardizing the business environment, and providing solid support for cost reduction and efficiency improvement for enterprises, achieving a win-win situation for industry development and tax collection. The association will fully leverage its role as a bridge, build industry consensus, bravely shoulder the mission of green development, and jointly build a new high ground for the recycling of renewable resources.

"The core of the project is to implement reverse invoicing, which will effectively solve the long-standing invoicing problems and high private lending issues in the industry, helping companies save nearly 9.5 percentage points in financing costs," said Zhang Song, Chairman of Beijing Guoqu Technology Development Co., Ltd. He explained that the launch of Zhihui Cloud Company is an important practice in promoting the standardized development of the renewable resources industry based on the national "reverse invoicing" policy. The platform will assist companies in completing order matching and tax declaration, streamlining the matching of input and output invoices, and solving the problem of input tax deduction. Simultaneously, by integrating national industrial resources through a digital platform, it will form big data assets to help relevant departments accurately formulate industrial policies.
