In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council and continuously promote the green and low-carbon transformation and high-quality development of energy, on March 18, 2024, the National Energy Administration issued the "Guiding Opinions on Energy Work in 2024" (Guonengfa Guihua [2024] No. 22) (hereinafter referred to as the "Opinions").

The opinions clearly pointed out that we should continue to improve the green and low-carbon transformation policy system. We should scientifically optimize the utilization rate of new energy, take the consumption responsibility weight as the bottom line, and take the reasonable utilization rate as the upper limit to promote the high-quality development of wind power and photovoltaic power. Among them, it also specifically mentioned the study of policies related to the upgrading and retirement of photovoltaic power stations.
