A case has been filed against a metering fraud incident at a recycling station in Zhuhai, Guangdong
Jun 09, 2026

To continuously consolidate the achievements of rectifying measurement chaos, and strictly prevent the rights and interests of the public from being harmed by "short weight" or underweight goods, the market regulation departments of Jinwan District have maintained a high-pressure stance of "cracking down on fraud," carried out special inspections of weighing instruments on a regular basis, and severely cracked down on illegal acts of measurement cheating.

Recently, during a routine inspection by the district market regulation bureau at a waste recycling station, one case of suspected illegal use of an uncertified electronic pricing scale was found on the spot.

On-site law enforcement officers found that the recycling station had missing lead seals on the electronic table scale and traces of private disassembly and modification on the body; when tested with a standard 5kg weight, the scale body displayed only 4kg, suggesting that a remote-control device had been installed to tamper with the weighing value.

After being identified by the Zhuhai Municipal Institute for Quality Measurement Supervision and Testing, the scale had a negative error of 20%, and when the public exchanged 50 jin of waste, it was actually only counted as 40 jin, directly causing property losses. At present, the law enforcement department has lawfully seized the weighing instrument involved in the case and opened an investigation.

Although the electronic scale is small

What it carries is business integrity and the bottom line of the industry

Using a "ghost scale"

It not only violates public order and good customs

It also involves illegal and non-compliant behavior

Once verified, it will face severe punishment

Failure to accept non-compliant measuring instruments, or collecting illegal gains afterward, may result in a maximum fine of 30,000 yuan, and the case will be included in the credit disciplinary record, affecting business reputation.

Remember these 4 practical tips

to keep trading from being cheated

and make "ghost scales" have nowhere to hide

1. Carefully check the "certificate seal label"

Before trading, carefully check whether the scale body has a green compulsory verification compliance label affixed, and whether the original lead seal of the machine body is intact without damage or signs of prying. If the label is missing or the lead seal is damaged, do not proceed with the transaction.

2. Make good use of "weighing by your own body weight"

Weigh fixed-weight items such as mobile phones and cups in advance on a regular fair scale. During the transaction, place the items you carry on the merchant's scale to verify the value; when selling waste, you can also compare it against your own body weight, and if the value deviation is too large, stop the transaction immediately.

3. Spot "cat's paw operations"

Pay attention to the merchant's operating behavior, such as intentionally pressing the scale buttons for a long time, hiding a small remote control device, the scale suddenly making abnormal sounds, or the display numbers jumping around and then returning to normal. These are all typical signals of cheating, and you should be more vigilant once discovered.

4. Keep "evidence clues"

Once you find suspected use of a "ghost scale" or problems such as short weight, keep on-site photos, videos, transaction receipts and other evidence at the first time, and call 12315 or 12345 to report and complain to the market regulation department, jointly resisting illegal measurement behavior.

Next step

The district market regulation bureau

will continue to implement a regular inspection and supervision mechanism

focusing on waste recycling, agricultural markets and other

high-incidence areas of "ghost scales"

and will continuously carry out surprise inspections

to strictly investigate all kinds of measurement cheating

and continuously standardize the market measurement order

to safeguard the public's fair consumption and property safety
