In addition，Beijing’s official recycling service platform mini program “京彩回收” has been launched。The commerce department of the Hunan Provincial Government will build a province-wide unified information management platform for used and waste materials，to realize functions such as information reporting，supply-demand matching，price guidance，risk warning，and carbon emission reduction assessment。Hubei Province will establish a province-wide unified comprehensive supervision information platform for waste recycling and treatment，providing services such as collection，analysis，processing，and release of information related to waste recycling and treatment。Henan Province is planning to build the “Henan Provincial Solid Waste Resource Utilization Trading Platform”。At present，the platform has completed its scheme design，and all preparatory work is progressing in an orderly manner。Hebei Province supports recycling parks and sorting centers in building digital platforms for renewable resources recycling，integrating functions such as online trading，intelligent matching，and traceability queries。Hebei Province has clearly stated that renewable resources recycling operators should regularly report information such as the types，quantities，and destinations of recycled renewable resources to the competent government departments。Guangdong Province has issued policy documents to promote the expansion and strengthening of platforms such as “粤焕新”（Guangdong Province’s integrated service platform for “equipment renewal and trade-in”）and “粤再生”（provincial resource recycling platform）。On March28，2026，Wuhan’s first large-scale solid waste resource utilization platform——“武废宝” was officially launched。It will use the convenient functions of the Internet to open up the “last mile” of the solid waste resource recycling industrial chain in Jiangcheng，helping Wuhan build the country’s largest urban mining circular industry cluster。

The 2026 plans for large-scale equipment renewal and consumer goods trade-in in Shanxi Province，Guangdong Province，and Jiangsu Province all mentioned for the first time the strict investigation and punishment of illegal recycling and dismantling activities in accordance with laws and regulations。They will implement “reverse invoicing”，standardize tax supervision of resource recycling enterprises，and regulate online/offline second-hand goods trading markets。

In June 2026，the Guizhou Tax Bureau released a public notice stating that a certain Fa renewable resources recycling and utilization Co., Ltd. in Guizhou issued 4 special VAT electronic invoices to a certain Lin Holding（Group）Co., Ltd. in Guizhou without any real steel plate purchase and sales business，with the goods name listed as steel plates and the total price and tax amounting to 533,480.00 yuan。It forged the flow of funds through return of funds via private accounts，attempting to help downstream enterprises deduct input tax by issuing false invoices。

The tax authorities imposed an administrative penalty of 100,000 yuan on the enterprise in accordance with the law。

In April 2026，the State Taxation Administration exposed a case involving a certain Tuo materials recycling company in Shaanxi that issued false invoices in both directions without real transactions，involving 397 special invoices and 10 ordinary invoices。It underpaid taxes and fees of 3.2484 million yuan through false declarations，was required to pay back taxes and fines totaling 6.4103 million yuan and late payment surcharges，and the case was transferred to the public security authorities。A total of 16 upstream and downstream enterprises were investigated。
