On August 21, 2024, the National Development and Reform Commission and the National Energy Administration issued the "Implementation Plan for Large-Scale Equipment Replacement in Energy Fields", which clearly proposed to encourage the update of high-efficiency photovoltaic modules to improve the energy density per unit area of photovoltaic power stations and the land use efficiency of photovoltaic power stations.

On September 9, 2024, the Photovoltaic Replacement Project of Distributed Photovoltaic Power Stations in Haining City Administrative Center in Jiaxing was launched. This is also  Photovoltaic Replacement Project of Distributed Photovoltaic Power Stations in Zhejiang Province  since the release of the " Implementation Plan for Large-scale Equipment Replacement in Energy Fields ".
