PV Recycling Market Disorder Review: Unidentified Defective Panels Become Hidden Risks in the Black Industry Chain

On 2026年5月28日, the Criminal Investigation Brigade of the Jingyuan County Public Security Bureau successfully solved multiple photovoltaic panel theft cases, arresting 5 criminal suspects in one operation and completely dismantling a criminal gang that had been stealing from photovoltaic construction sites. Previously, the Criminal Investigation Brigade obtained a lead during its work that photovoltaic panels had been stolen repeatedly from a photovoltaic construction site in Yongxin Township. After initially grasping the situation, the Criminal Investigation Brigade quickly deployed police forces to conduct fixed-point surveillance and investigation. On 5月28日, when Li Mouwei, Liu Mouzong, and Ma Mouzu, 3 individuals, sneaked into the construction site to commit theft, they were caught on the spot by officers lying in wait and construction site security personnel. In order to quickly clarify the entire case and achieve a full-chain crackdown, the Criminal Investigation Brigade split into two teams to simultaneously carry out intensive operations: one group of officers conducted surprise interrogations of the 3 suspects caught in the act, digging deeply into the gang's division of labor, the full process of all crimes, and the disposal channels for the stolen goods; the other group of officers, together with the Beitan Police Station, relied on clues from the earlier investigation to arrest the remaining 2 gang members. After comprehensive investigation and verification, it was found that since 3月, Li Mouwei, Liu Mouzong, Ma Mouzu, Bao Moujiang, and Tong Mouxin, 5 people, had colluded and gone to the photovoltaic construction site many times to commit theft. After committing the crimes, the suspects contacted out-of-town buyers through the internet and sold the stolen photovoltaic panels to a location in Jiangsu. Considerable illegal profits fueled the gang's arrogance, and on 5月2日, the gang again went to the construction site to steal. After briefly hiding and observing, 3 of them committed the crime against the wind on 5月28日 and were ultimately caught. After all suspects were brought to justice, the handling officers continued fighting without pause and rushed to carry out investigation and evidence collection, stolen goods verification, case file organization, and other work, improving the closed-loop evidence chain item by item. Faced with complete and conclusive evidence, the 5 suspects truthfully confessed to all criminal facts, including jointly committing 15 thefts, stealing more than 600 photovoltaic panels, with a total case value of more than 40万元. At present, all 5 criminal suspects have been subjected to criminal compulsory measures in accordance with the law, and the work of recovering losses is being fully advanced.

Recently, the official Weibo of the Supreme People's Procuratorate published a case involving a material custodian privately selling photovoltaic modules.

Li Moulin, a material clerk for a certain Phase II photovoltaic project in Jincheng City, became deeply addicted to online gambling and, by taking advantage of his position, privately sold 30 boxes of brand-new unopened photovoltaic modules from the project to recycler Xu Mouyou, illegally gaining more than 62万元 (the actual value of the modules exceeded 86万元).

After the case came to light, both Li Moulin and Xu Mouyou pleaded guilty, but during the review period they completely recanted and made sophistical defenses. By improving the evidence chain, the procuratorial authority ultimately initiated public prosecution against the two in accordance with the law. In the final trial, the court sentenced Li Moulin to fixed-term imprisonment of six years and six months for the crimes of occupational embezzlement and fraud, and sentenced Xu Mouyou to fixed-term imprisonment of six months for the crime of concealing and disguising proceeds of crime.

Nowadays, the waste photovoltaic recycling market is a mixed bag. In order to reduce procurement costs and reap huge profits, unlicensed small workshops tacitly allow modules of unknown origin to flow in, making stolen goods one of the important sources for illegal recycling. At the same time, by saving on environmental protection investment, small workshops can offer prices higher than compliant recycling enterprises, so that a large number of compliant retired modules are also intercepted at high prices, leaving formal recycling enterprises short of raw materials and with idle capacity, creating a deformed market in which bad money drives out good, Xinhua News client.
The lack of module traceability is the root cause of the chaos: private second-hand photovoltaic transactions conducted online are not registered or recorded, buyers do not verify proof of the source of goods, and stolen goods and discarded non-standard modules are mixed in circulation. At present, many places across the country are carrying out special rectification campaigns against illegal dismantling. Only by blocking the channels through which stolen goods enter the market and improving recycling traceability ledgers can the black industrial chain of theft, resale, and dismantling be cut off and standardized photovoltaic recycling be promoted.
