From April 19 to 20, 2026, the "China Circular 100 Initiative (CC’100) — 2026 Shanghai Circular Transition Forum" was successfully held in Shanghai. As the second annual grand event, the forum was jointly hosted by the Institute of Circular Economy and Carbon Neutrality, Shanghai Xunxin New Materials, Carbon Resistance Trace and other enterprises, bringing together representatives from government authorities, research institutes, leading enterprises in the industrial chain, and international organizations. Centered on the four major themes of "Digitalization AI + Material Innovation + Overseas Trade Expansion + Green Finance", it explored in depth the pathways for circular economy transformation and supported the green and high-quality development of industry.
At the opening ceremony, a number of experts and scholars shared keynote perspectives, clarifying the core value of the circular economy. Dean Li Daoji of East China Normal University pointed out that the dual-carbon goals, artificial intelligence, and the circular economy are being deeply integrated, and digital technologies are driving the upgrade of "turning waste into treasure" into large-scale industrial practice; Rao Wei, Deputy Secretary-General of Shanghai Climate Week, stated that the CC’100 Initiative has been upgraded to phase 2.0 and will focus on systematic capability output and the co-development of international rules; Qi Kang, General Manager of the Shanghai Energy Saving and Emission Reduction Center, introduced Shanghai’s practices in building a circular system for a mega-city, improving the quality and efficiency of recycled resource utilization through technological innovation.
During the seminar and corporate practice sessions, guests shared cutting-edge insights and implementation achievements. Professor Zhu Dajian of Tongji University proposed that China’s circular economy has entered phase 2.0, centered on stock optimization, with the core being to promote the decoupling of economic growth from resource consumption;United Nations Economic Commission for Europeofficial Zhang Yan pointed out via video that digital product passports are becoming the foundational infrastructure for global trade circulation.

The roundtable session focused on the strategic planning and practices of key material recycling. Dong Peng, Director of Sustainable Development Business at Rockwell Automation and Executive Director of the Shanghai Climate Week Climate Lighthouse Special Committee, introduced the value of the Shanghai Climate Week Climate Lighthouse platform, proposing three major paths of "real demand, overall optimization, and international breakthrough", emphasizing end-to-end scenario implementation and industrial chain coordination optimization. Enterprises can leverage the global climate week to promote the overseas expansion of China’s circular technologies and the co-development of rules.
Wang Hudong, Marketing Director of RESOLAR analyzed the pain points of PV module recycling:lack of retirement standards、formal enterprises “cannot get enough to process”, and prices of key metals such as silver fluctuate sharply;its innovation adopts a chemical + pyrolysis integrated process, and in collaboration with Trina Solar successfully developed the world’s first fully recycled PV module, realizing a closed loop of “material—module—material”.
Xu Xin, Senior Packaging Technology Manager of the PHILIPS Global Packaging Center of Excellence, shared packaging practices as a well-known European brand. The company has completed the transition in the European market from single-use plastics to circular packaging, achieving economic balance through full-chain cost accounting; emphasizing that full life-cycle compliance is the bottom line, he suggested that SMEs should deeply cultivate niche segments within the compliance framework, while brand owners must adhere to market entry thresholds.
