Recently, the "Wind Power and Photovoltaic Equipment Retirement Responsibility System" symposium was held in Beijing. The meeting was organized by Tsinghua Suzhou Academy and China National Resources Recycling Association, commissioned by the National People's Congress Environmental and Resources Protection Committee, aiming to provide research support for the revision of the Renewable Energy Law.

Recently, the National People's Congress Environmental and Resources Protection Committee initiated in-depth research related to the Renewable Energy Law (Amendment). Tsinghua Suzhou Academy, commissioned by the committee, collaborated with the China National Resources Recycling Association to organize multiple "Wind Power and Photovoltaic Equipment Retirement Responsibility System" seminars. The meetings focused on the necessity and feasibility of the retirement system, the identification of responsible entities, the delineation of legal liabilities, and practical experiences from equipment recycling, providing robust support for improving institutional design, enhancing management mechanisms, and promoting high-quality industry development. The Legislative Affairs Office of the National People's Congress Environmental and Resources Protection Committee attended to gather feedback and participate in discussions.
During the meeting, representatives engaged in multi-dimensional and multi-layered exchanges and experience-sharing on the Wind Power and Photovoltaic Equipment Retirement Responsibility System. Key topics included:
•International Best Practices: Tsinghua Suzhou Academy researchers systematically presented mature experiences from the EU, U.S., Japan, and South Korea regarding retirement system design, mandatory recycling responsibilities, and administrative management mechanisms.
•Industry Policy Recommendations: China Photovoltaic Industry Association, China Renewable Energy Society Wind Energy Committee, and China National Resources Recycling Association Wind Power Equipment Circular Utilization Committee representatives proposed suggestions based on current industry policies and management practices.
•Supply Chain Challenges: Companies such as Longi Green Energy, Jinko Energy, Goldwind, Envision Energy, and Yida New Energy shared overseas retirement management experiences and discussed domestic challenges in equipment design, logistics, and recycling processes.
•Mechanism and Model Exploration: CGN New Energy, China Water Resources and Materials, Huaneng New Energy, Three Gorges New Energy, and CRRC Wind Power explored retirement mechanisms, equipment recycling models, and liability boundaries.
•Technical Practices and Bottlenecks: RESOLAR, Changzhou Ruisai Environmental, and Anhui Ruisaike New Materials exchanged updates on equipment dismantling, material recycling, and resource utilization, along with existing challenges.
