On 2026 年 4 月 27 日，the Ministry of Industry and Information Technology，the Ministry of Ecology and Environment，the Ministry of Transport，the Ministry of Commerce，and the State Administration for Market Regulation jointly launched nationwide law enforcement on the recycling of retired power batteries，focusing on the entire chain of scrapping，traceability，transportation，dismantling，and end-of-life handling，precisely targeting illegal small workshops，and providing a replicable regulatory model for photovoltaic recycling。

On 2026年5月14日，a notice was published on the official website of the Ministry of Industry and Information Technology that on 5月12–13日，the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology led a team to Guangdong to conduct special research on the recycling and utilization of power batteries and held a closed-door symposium，with leading companies across the entire industry chain such as CATL，BYD，Changan，GAC，Gem，Brunp Recycling，GEM，and Huayou Cobalt，together with institutions such as SaiDi Research Institute and China Automotive Data attending the meeting，releasing three core signals of “build systems，strengthen regulation，and reinforce responsibility”，indicating that the power battery recycling industry will accelerate from a fragmented and disorderly state toward a new stage of standardized concentration。

This symposium directly addressed the pain points of the industry。At present，China's power batteries have entered a peak period of large-scale retirement，with the retirement volume in 2026 expected to exceed 85万 tons，a year-on-year increase of nearly 40%，but for a long time there have been chaotic phenomena such as “traceability fraud，illegal dismantling，and rampant black-market trading“，with a large number of retired batteries flowing into informal channels，which not only causes the loss of strategic resources such as lithium，nickel，and cobalt，but also creates hidden environmental protection and safety hazards。The Ministry of Industry and Information Technology made it clear that it will accelerate the construction of a “nationally unified power battery recycling and utilization system“，compact the primary responsibilities of vehicle manufacturers and battery producers，and remove bottlenecks across the entire chain of recycling，storage and transportation，dismantling，and regeneration from the source。
