Oct 14, 2026

On October 14, 2026, Zihuan New Energy visited the Department of Solid Waste and Chemicals of the Ministry of Ecology and Environment (hereinafter referred to as the “Department of Solid Waste”) to present a focused briefing on the development of a traceability platform for new energy equipment. Zhong Bin, Director-General of the Department of Solid Waste; Wen Xuefeng, Deputy Director-General; and Gao Xingbao, Director of the Solid Waste Division, attended. Wang Dongrong, Secretary of the Party Committee and Chairman of Zihuan New Energy, and Chen Yingyi, Deputy Secretary of the Party Committee and General Manager, also participated.

Zihuan New Energy explained that, with the rapid development of the wind power and photovoltaic industries, the volume of retired equipment is set to grow rapidly. Current governance gaps include breaks in responsibility for recycling and disposal, unclear figures for retired equipment, and illegal transfers and dismantling. The traceability platform for new energy equipment that Zihuan New Energy is developing focuses on wind turbine blades and photovoltaic modules. It will establish unified coding, a responsibility list, a national-level platform, and binding requirements, implementing “one item, one code; one handover; one record” and covering data across the entire chain, from manufacturing and operation and maintenance to retirement, recycling, and regeneration. The platform demonstration showcased features including digital passports, unified ledgers, end-to-end traceability, a resource map, and carbon emissions reduction accounting.

The Department of Solid Waste spoke highly of Zihuan New Energy’s current direction and progress. Director-General Zhong Bin noted that the requirements of Articles 474 and 489 of the Ecological and Environmental Code of the People’s Republic of China must be fully implemented, and that development of the national solid waste management information platform should be accelerated, with coordination on data sharing among multiple national ministries and commissions and alignment of interface standards. Pilot programs should be conducted in accordance with laws and regulations, while promoting the connection of traceability data with solid waste ledgers, cross-provincial transfers, and dynamic supervision. The two sides should deepen exchanges on platform development, standards, mutual recognition of data, and pilot applications, and work together to advance whole-process supervision of solid waste from new energy equipment.
