In accordance with the unified arrangements of the Ministry of Ecology and Environment, the information reporting function for the interprovincial transfer and utilization of solid waste has officially been launched nationwide in the National Hazardous Waste Whole-Process Environmental Management Information System.

According to the provisions of Paragraph 2 of Article 476 of the Ecological and Environmental Code of the People's Republic of China, when solid waste is transferred out of a province, autonomous region, or municipality directly under the Central Government for utilization, the relevant information shall be reported in advance through channels such as the Solid Waste Pollution Prevention and Control Information Platform to the competent departments of ecology and environment of the provincial-level people's governments at the place of removal and the place of receipt of the solid waste.

In accordance with the unified arrangements of the Ministry of Ecology and Environment, the information reporting function for the interprovincial transfer and utilization of solid waste has officially been launched nationwide in the National Hazardous Waste Whole-Process Environmental Management Information System. The relevant functions previously available on the Government Service Network and for interprovincial transfer filing have been discontinued simultaneously. In light of the actual management situation in our province, the relevant matters are hereby notified as follows:

I. Reporting entities Within the administrative area of Heilongjiang Province, entities generating solid waste that are involved in the interprovincial transfer and utilization of solid waste, including enterprises and individual industrial and commercial households, shall register an account in the National Hazardous Waste Whole-Process Environmental Management Information System as required. Entities that have already completed registration in the National Hazardous Waste Whole-Process Environmental Management Information System and carried out hazardous-waste-related business do not need to register again and may directly handle information reporting for the interprovincial transfer and utilization of solid waste.

II. Requirements for handling After completing the registration, improvement, and maintenance of basic system information, all relevant entities shall submit information on the interprovincial transfer and utilization of solid waste online through the National Hazardous Waste Whole-Process Environmental Management Information System. Entities with plans for the interprovincial transfer and utilization of solid waste are requested to complete account registration and the submission and review of basic information as early as possible. They shall complete the information reporting for interprovincial transfer and utilization in advance in strict accordance with the time limits prescribed by laws and regulations, and carry out transfer activities in a standardized manner.

All relevant entities are requested to attach great importance to the environmental management of the interprovincial transfer of solid waste, strictly implement the Ecological and Environmental Code of the People's Republic of China and supporting management regulations, carry out the interprovincial transfer and utilization of solid waste in accordance with the law and regulations, and prevent illegal activities such as transferring solid waste without submitting the required information.
