On February 14, 2026, the Notice of the Henan Provincial Development and Reform Commission and the Henan Provincial Department of Finance on Issuing the Implementation Plan of Henan Province for Promoting Large-Scale Equipment Renewal and Trade-In of Consumer Goods in 2026 was officially released.

It mentioned supporting relevant enterprises in the province in accelerating the construction of provincial and functional resource recycling and reuse platforms. It guides “Internet + Recycling” enterprises to expand categories and improve the recycling capacity for used equipment and consumer goods.


It encourages the development of the “Internet + Second-Hand” model. It supports qualified regions such as Zhengzhou and Luoyang in building centralized and standardized second-hand goods trading markets. It promotes the implementation of systems such as used goods transaction management and appraisal and verification.


Strengthen supervision over scrapped recycling and dismantling enterprises, and improve the standardization level of recycling and utilization of used equipment. Strengthen ecological and environmental law enforcement supervision, and severely crack down on environmental violations in recycling and dismantling processes. Continue to promote the implementation of the “reverse invoicing” system for resource recycling enterprises to sellers of scrapped products who are natural persons and strengthen supervision.


Compared with the policy orientation in 2025 and earlier that focused on encouraging the expansion of the recycling market scale, the main policy development line of Guangdong, Shanxi, Jiangsu, Shandong, and Henan in 2026 has simultaneously shifted to three dimensions: channel standardization, environmental protection control, and tax compliance. The latest policies, for the first time at the provincial level, consolidate the enforcement of compliance implementation, promoting the local renewable resource recycling industry to move away from extensive incremental expansion and comprehensively transform toward refined and compliant operations.

Implementation Plan of Henan Province for Promoting Large-Scale Equipment Renewal and Trade-In of Consumer Goods in 2026

  In order to implement the relevant requirements of the Notice of the National Development and Reform Commission and the Ministry of Finance on Implementing the Policy of Large-Scale Equipment Renewal and Trade-In of Consumer Goods in 2026 (发改环资〔2025〕1745号), continue to promote large-scale equipment renewal and trade-in of consumer goods, and in light of the actual conditions of Henan Province, this implementation plan is formulated.


I. General Requirements

  Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, the plenary sessions of the 20th CPC Central Committee, and the Central Economic Work Conference, deeply implement the important decisions and arrangements of the CPC Central Committee and the State Council on promoting large-scale equipment renewal and trade-in of consumer goods, follow the work arrangements of the Provincial Party Committee and the Provincial Government, give full play to the leading and driving role of ultra-long-term special treasury bond funds, and promote greater practical results in the province’s “Two New” work.

  By the end of 2026, strive to complete the scrapping and replacement renewal of about 500,000 passenger vehicles by individual consumers, the trade-in of about 5 million household appliances, and further unleash the consumption potential of digital and smart products.


II. Focus on Advancing Large-Scale Equipment Renewal

(I) Support equipment renewal projects. Support equipment renewal in fields such as industry, electronic information, energy and power, transportation, logistics, education, culture and tourism, medical care, facility agriculture, grain and oil processing, work safety, old residential elevators, energy conservation, carbon reduction and environmental protection, as well as installation of elevators in old residential communities, elderly care institutions, firefighting and rescue facilities, inspection and testing. Support the renewal of offline consumer commercial facilities and equipment such as commercial complexes, shopping centers, department stores, and large supermarkets. Support the scrapping and renewal of operating trucks meeting China IV and below emission standards into low-emission trucks, with priority support for renewal into electric trucks; subsidy standards shall be implemented in accordance with document 交规划发〔2025〕17号. Support the renewal of new energy urban buses and power batteries; subsidy standards shall be implemented in accordance with document 交办运〔2025〕4号. Support the scrapping and renewal of old agricultural machinery; subsidy scope and subsidy standards shall be implemented in accordance with document 农办机〔2025〕3号. (The Provincial Development and Reform Commission, Department of Civil Affairs, Department of Industry and Information Technology, Department of Finance, Department of Transportation, Department of Education, Department of Culture and Tourism, Health Commission, Department of Housing and Urban-Rural Development, Department of Emergency Management, Market Regulation Bureau, Department of Agriculture and Rural Affairs, Department of Commerce, and Grain and Material Reserves Bureau shall be responsible according to their respective duties; hereinafter, all municipal-level governments shall ensure implementation and will not be listed one by one)


(II) Strengthen full-chain management of projects and funds. Align with national work arrangements, and strengthen full-chain management of project reserve, application, review, issuance, implementation, and fund payment and use. Refine and improve project support conditions and review standards in various fields, further strengthen review and control, and continuously improve project quality. Refine and improve quantitative requirements by field, such as minimum service life and technical indicators of obsolete equipment, and make equipment depreciation and minimum service life rigid conditions for project application. Strictly manage equipment elimination, scrapping, and disposal, standardize asset management, and avoid resource waste. (The Provincial Development and Reform Commission, Department of Civil Affairs, Department of Industry and Information Technology, Department of Finance, Department of Transportation, Department of Education, Department of Culture and Tourism, Health Commission, Department of Housing and Urban-Rural Development, Department of Emergency Management, Department of Agriculture and Rural Affairs, Department of Commerce, Market Regulation Bureau, and Grain and Material Reserves Bureau shall be responsible according to their respective duties)


 III. Continue to Implement Trade-In of Consumer Goods

(III) Support vehicle scrapping renewal and replacement renewal. In 2026, individual consumers who scrap or transfer passenger vehicles registered under their names before January 8, 2025, and purchase new energy passenger vehicles included in the Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax or fuel passenger vehicles with displacement of 2.0 liters or below shall be given subsidy support for vehicle scrapping renewal or replacement renewal. The subsidy standards for scrapping renewal are: a subsidy of 12% of the vehicle price for the purchase of new energy passenger vehicles (not exceeding 20,000 yuan at most), and a subsidy of 10% of the vehicle price for the purchase of fuel passenger vehicles with displacement of 2.0 liters or below (not exceeding 15,000 yuan at most). The subsidy standards for replacement renewal are: a subsidy of 8% of the vehicle price for the purchase of new energy passenger vehicles (not exceeding 15,000 yuan at most), and a subsidy of 6% of the vehicle price for the purchase of fuel passenger vehicles with displacement of 2.0 liters or below (not exceeding 13,000 yuan at most). Each individual consumer may enjoy at most one subsidy within one calendar year, and for the purchase of the same new vehicle, only one of the scrapping renewal subsidy or replacement renewal subsidy may be selected. (The Provincial Department of Commerce, Development and Reform Commission, Department of Industry and Information Technology, Department of Public Security, Department of Finance, Department of Ecology and Environment, Market Regulation Bureau, and Taxation Bureau shall be responsible according to their respective duties)


(IV) Support trade-in of household appliances. Individual consumers who purchase products meeting Grade 1 energy efficiency or water efficiency standards among six categories of household appliances, including refrigerators, washing machines, televisions, air conditioners, computers, and water heaters, shall be given a subsidy of 15% of the product sales price. Each consumer may receive a subsidy for 1 item in each product category, and the subsidy for each item shall not exceed 1,500 yuan. (The Provincial Department of Commerce, Department of Finance, Market Regulation Bureau, and Taxation Bureau shall be responsible according to their respective duties)  


 (V) Support the purchase of new digital and smart products. Individual consumers who purchase four categories of products, including mobile phones, tablets, smart watches and bracelets, and smart glasses (with a single-item sales price not exceeding 6,000 yuan), shall be given a subsidy of 15% of the product sales price. Each consumer may receive a subsidy for 1 item in each product category, and the subsidy for each item shall not exceed 500 yuan. Subsequently, in light of relevant national arrangements and the actual conditions of Henan Province, subsidies for smart home products (including age-friendly home products) may be added in due course, and the specific subsidy categories and standards shall be formulated separately. (The Provincial Department of Commerce, Department of Finance, Department of Civil Affairs, Market Regulation Bureau, and Taxation Bureau shall be responsible according to their respective duties)  


(VI) Improve the implementation system. Improve full-chain implementation rules, including list management of participating business entities, filing of product sales prices, issuance of subsidy eligibility, and fund review and disbursement. Establish a pre-allocation system for subsidy funds. On the basis of implementing budget arrangements and ensuring fund security, pre-allocate part of the subsidy funds to corresponding enterprises or payment platforms according to enterprise sales and advance funding conditions, so as to ease the pressure on enterprises to advance funds. Give full play to the advantages of different sales channels and support offline physical retail; improve consumption convenience in rural areas by increasing offline business entities in rural areas and guiding online channels to tilt toward rural areas. (The Provincial Department of Commerce and Department of Finance shall be responsible according to their respective duties)


 IV. Smooth the Recycling and Reuse Network

(VII) Improve the recycling network for used equipment and consumer goods. Improve the three-level recycling system of renewable resource drop-off points, transfer stations, and sorting centers, and smooth the channels for the delivery and sale of used equipment and consumer goods. Support relevant enterprises in the province in accelerating the construction of provincial and functional resource recycling and reuse platforms. Support the provincial supply and marketing cooperative system in improving the recycling network covering grassroots areas below the county level. Guide “Internet + Recycling” enterprises to expand categories and improve the recycling capacity for used equipment and consumer goods. (The Provincial Development and Reform Commission, Department of Housing and Urban-Rural Development, Department of Commerce, State-owned Assets Supervision and Administration Commission of the Provincial Government, and Supply and Marketing Cooperative shall be responsible according to their respective duties)


(VIII) Standardize second-hand goods trading and remanufacturing of used equipment. Encourage the development of the “Internet + Second-Hand” model. Support qualified regions such as Zhengzhou and Luoyang in building centralized and standardized second-hand goods trading markets. Promote the implementation of systems such as used goods transaction management and appraisal and verification. Improve the industrial level of remanufacturing of used electromechanical equipment, auto parts, and other products; the quality characteristics and safety and environmental performance of remanufactured products shall not be lower than those of original new products. (The Provincial Department of Commerce, Department of Industry and Information Technology, and Market Regulation Bureau shall be responsible according to their respective duties)


(IX) Strengthen the resource recycling and reuse industry. Support qualified high-level resource recycling and reuse projects in actively applying for national ultra-long-term special treasury bond funds. Strengthen scientific and technological research on major technologies and equipment for resource recycling and reuse. Promote the application of recycled materials. Strengthen supervision over scrapped recycling and dismantling enterprises, and improve the standardization level of recycling and utilization of used equipment. Strengthen ecological and environmental law enforcement supervision, and severely crack down on environmental violations in recycling and dismantling processes. Continue to promote the implementation of the “reverse invoicing” system for resource recycling enterprises to sellers of scrapped products who are natural persons and strengthen supervision. (The Provincial Development and Reform Commission, Department of Science and Technology, Department of Industry and Information Technology, Department of Ecology and Environment, Department of Commerce, Department of Public Security, and Taxation Bureau shall be responsible according to their respective duties)


 V. Give Play to the Guiding Role of Standard Upgrading

(X) Accelerate the improvement of the standards system. Benchmark against advanced international and domestic levels, improve energy conservation and carbon reduction standards and pollutant emission standards in key industries, and strictly implement technical specifications for pollution control in the treatment of waste electrical and electronic products. Strengthen the application of energy efficiency and water efficiency standards for consumer goods such as household appliances and electronics. (The Provincial Development and Reform Commission, Department of Industry and Information Technology, Department of Ecology and Environment, and Market Regulation Bureau shall be responsible according to their respective duties)


 (XI) Strengthen supervision over standard implementation. Strictly implement regulations on compulsory scrapping standards for motor vehicles and vehicle safety and environmental protection inspection standards, and eliminate old vehicles that meet compulsory scrapping standards in accordance with laws and regulations. Encourage household appliances that have reached the recommended service life to be scrapped in a timely manner. Strengthen quality supervision and random inspections of key consumer goods such as household appliances and new energy vehicles, and severely crack down on acts such as passing off fake products as genuine, inferior products as good ones, old products as new ones, counterfeit qualified products, and forging or fraudulently using energy efficiency and water efficiency labels. (The Provincial Department of Public Security, Department of Ecology and Environment, Department of Commerce, Department of Industry and Information Technology, and Market Regulation Bureau shall be responsible according to their respective duties)


VI. Strengthen Organization and Implementation

(XII) Strengthen organizational leadership. The Provincial Development and Reform Commission shall play the role of the leading department for the “Two New” work, arrange ultra-long-term special treasury bond funds together with the Provincial Department of Finance to implement the “Two New” policy, and strengthen overall coordination and tracking and dispatch. Departments such as the Provincial Department of Commerce, Department of Transportation, and Department of Agriculture and Rural Affairs shall formulate implementation rules by field according to their respective duties and organize local authorities to implement relevant policies in their fields. Municipal-level people’s governments shall organize implementation promptly in light of actual conditions, consolidate responsibilities of all parties, grasp the work pace, strengthen coordinated advancement, and continuously improve the effectiveness of the “Two New” policy.


(XIII) Strengthen fund management. The Provincial Department of Finance shall arrange supporting funds according to the central-local ratio of 9:1 and ensure funding for the trade-in of consumer goods. The Provincial Development and Reform Commission and the Department of Finance shall, together with relevant departments, allocate and issue treasury bond funds in a timely manner. All relevant departments shall strictly implement relevant provisions on the use of ultra-long-term special treasury bond funds and arrange and use funds in various fields in accordance with laws and regulations. Implement a dynamic adjustment mechanism for the allocation of funds for the trade-in of consumer goods, and give priority to ensuring fund needs in fields with fast fund payment progress and strong driving effects. Fund allocation and use shall follow the principle of “first come, first served, until funds are exhausted.” If a city or county exhausts the consumer goods trade-in funds issued by the central and provincial levels, the excess shall be supported by the city or county through its own fiscal funds, and the provincial level will no longer bear responsibility. For regions with problems such as a relatively large amount of subsidy funds not yet disbursed, the provincial level will increase supervision or punishment through appropriate means.


 (XIV) Strengthen supervision and regulation. Relevant provincial departments shall, according to their respective duties, strengthen full-chain supervision over the implementation of equipment renewal projects and the use of funds, coordinate online monitoring and early warning with offline on-site verification, and resolutely prevent problems such as untimely fund allocation, slow use, occupation, and misappropriation. Promote cross-departmental data connectivity and sharing, and realize comparison and cross-verification of key data such as subsidy eligibility, new energy vehicle model information, vehicle registration information, commodity invoice information, logistics information, and fiscal fund expenditure information. Municipal-level people’s governments are the primary responsible entities for project and fund management. They shall strictly manage ultra-long-term special treasury bond funds, conduct daily scheduling and on-site evaluation of equipment renewal projects, and strengthen supervision over funds for the trade-in of consumer goods; they shall strictly implement the centralized treasury payment system, firmly guard the red lines and bottom lines for fund use, shall not list expenditures falsely, falsely report expenditures, or replace expenditure with allocations, and shall avoid fund precipitation and idleness. For those that do not meet the above requirements or violate financial and economic discipline, funds shall be recovered in a timely manner, and the responsibilities of relevant personnel shall be seriously pursued in accordance with laws and regulations.


 (XV) Create a fair participation environment. Treat equally and without discrimination online and offline business entities participating in the “Two New” program, as well as business entities of different ownership types, different registered locations, and different scales. Departments such as the Provincial Department of Commerce, Market Regulation Bureau, and Department of Public Security shall seriously handle illegal and irregular acts such as fraudulently obtaining subsidies, arbitraging subsidies, and “raising prices before subsidies” in accordance with laws and regulations; suspected crimes shall be transferred to judicial authorities for severe investigation and handling in accordance with the law.


(XVI) Conduct timely tracking and evaluation. The Provincial Development and Reform Commission shall, together with relevant departments, strengthen evaluation and guidance on the implementation of the “Two New” policy in various regions and fields, supervise the implementation of key tasks, promptly identify problems, and respond quickly to resolve them. Municipal-level people’s governments shall conduct self-evaluation and self-inspection of policy implementation, project implementation, fund use, and achievement of performance targets, promptly submit reports to the Provincial Development and Reform Commission and the Department of Finance, and copy relevant information to departments such as the Department of Transportation, Department of Agriculture and Rural Affairs, and Department of Commerce. The Provincial Development and Reform Commission shall consult with the Provincial Department of Finance to compile and form a performance evaluation report, and use the evaluation results as an important basis for subsequent optimization of fund arrangements.


(XVII) Build social consensus. All regions and relevant departments shall strengthen the publicity and interpretation of the “Two New” policy. Make full use of government service hotlines and the supervision and complaint functions of official platforms, respond to public concerns in a timely manner, regularly summarize and release information on subsidy use and investigation and handling of violations, improve the transparency of policy implementation, and create a favorable social atmosphere.
