Implementation Plan for High-Quality Development of the Renewable Resources Recycling Industry in Ningxia Hui Autonomous Region（2026-2028）

In order to thoroughly implement the Opinions of the General Office of the State Council on Accelerating the Construction of a Waste Recycling System（国办发〔2024〕7号） and the Notice of 9 Departments Including the Ministry of Commerce on Improving the Recycling System for Renewable Resources Such as Waste Household Appliances and Furniture（商流通发〔2024〕18号），accelerate the establishment and improvement of a new renewable resources recycling system in our region，and promote the high-quality development of the renewable resources recycling industry，the following plan is hereby formulated。

I、Development Goals

Adhere to the basic national policy of conserving resources and protecting the environment，take “reduction，reuse，and resource utilization” as the orientation，build a scientifically and reasonably laid-out recycling and utilization system based on recycling sites，linked by sorting centers，and aimed at renewable utilization，promote leading enterprises to become larger and stronger，improve the renewable resources recycling and utilization chain，raise the technical level of renewable resources recycling，promote the standardization，scaling，and cleanliness of renewable resources recycling，and serve to improve the efficiency of resource recycling and utilization across society。

By 2028，the whole region will have built a number of compliant green sorting centers，community renewable resources recycling outlets，and township recyclable service points，basically meeting social needs；the coverage rate of township recyclable transfer stations will be no less than 50％；the recycling rate of major categories of renewable resources will exceed 70％；and a number of leading backbone renewable resources recycling enterprises with market competitiveness and influence will be formed，leading the industry toward industrialized，scaled，and intensive development。

II、Main Tasks

（I）Accelerate the improvement of a three-level renewable resources recycling network。

1．Vigorously develop urban and rural recycling outlets。In accordance with the requirements of “convenience and efficiency，smooth networks，and standardized management”，carry out convenient recycling services such as fixed-point recycling，“using vehicles instead of warehouses”，intelligent recycling，and “Internet＋door-to-door recycling”，and build diversified recycling outlets combining fixed recycling and mobile recycling。Relying on community and township public service outlets，cooperate with community residents’ committees，village committees，property management companies，enterprises and public institutions，and other entities to actively expand renewable resources recycling business and facilitate residents’ sales。Encourage leading renewable resources enterprises，in areas where recycling networks are absent or weak，to bring social recycling stations，individual operators，and others into the renewable resources recycling network through newly built outlets，acquisitions，franchising，and other methods，so as to further expand service coverage。（Responsible units：Department of Commerce of the Autonomous Region，Department of Housing and Urban-Rural Development，Supply and Marketing Cooperative；people’s governments of all cities shall be responsible according to the division of responsibilities；the corresponding departments of all cities，counties（districts） shall implement the following matters，and will not be listed repeatedly）

2．Accelerate the construction of township（rural） transfer stations。Give full play to the driving role of leading renewable resources enterprises，integrate resources such as warehousing，land，and factories through self-construction，equity cooperation，franchising，and other methods，reasonably plan and build a number of transfer stations in key townships and subdistricts，carry out temporary storage，preliminary sorting，and other operations，and improve the efficiency of renewable resources recycling and transfer。Strengthen the renovation and construction of standardized and regulated stations，and improve temporary storage and transfer capacity for renewable resources。Strengthen the construction of infrastructure for rural domestic waste collection，transportation，and disposal，promote the construction of domestic waste sorting outlets，and advance the “integration of two networks” of waste sorting and recycling with renewable resources recycling。（Responsible units：Department of Commerce of the Autonomous Region，Department of Housing and Urban-Rural Development，and Supply and Marketing Cooperative shall be responsible according to the division of responsibilities）

3．Reasonably plan and build county-level sorting centers。Support Yinchuan City in accelerating the construction of a pilot city for the renewable resources recycling system，and continuously improve the level of industrial agglomeration。Support all cities in renovating and newly building a number of professional，standardized，and green renewable resources sorting centers in counties，districts，and urban suburbs，improve comprehensive service capabilities such as graded sorting，sorting and baling，and market distribution，and strengthen the supporting role of sorting centers in the urban and rural renewable resources recycling and utilization network。Support recycling and utilization enterprises in fields such as electronic waste to build compliant comprehensive green sorting centers and specialized green sorting centers。Encourage and support cooperation between manufacturing enterprises and renewable resources recycling and processing enterprises to build integrated green sorting，processing，and distribution centers for scrap steel，waste non-ferrous metals，waste paper，and others；strengthen management and services for merchants in sorting centers，guide their business systems to connect with the renewable resources recycling and utilization system，and further expand the scale of renewable resources recycling。Promote the inclusion of renewable resources recycling stations，sorting centers，and others in city and county territorial spatial planning。（Responsible units：Department of Commerce of the Autonomous Region，Development and Reform Commission，Department of Industry and Information Technology，Department of Housing and Urban-Rural Development，Supply and Marketing Cooperative，and Department of Natural Resources shall be responsible according to the division of responsibilities）

4．Enhance the comprehensive service functions of the renewable resources recycling network。Actively leverage the advantages of grassroots outlets in the supply and marketing cooperative system，accelerate the improvement of standardized and regulated recycling and utilization networks，and support all types of business entities，including recycling and utilization enterprises of supply and marketing cooperatives，in improving the utilization level of renewable resources。Give full play to the “one site with multiple functions” role of various business service outlets，promote supply and marketing cooperatives，commercial circulation outlets，agricultural materials business outlets，and agriculture service centers to add renewable resources recycling business，realize resource sharing in personnel，logistics，facilities，platforms，and other aspects，promote efficient coordination among businesses，and upgrade from business integration to system integration。（Responsible units：Supply and Marketing Cooperative of the Autonomous Region，Department of Commerce，and Department of Housing and Urban-Rural Development shall be responsible according to the division of responsibilities）

（II）Cultivate market entities and expand market scale。

5．Cultivate leading enterprises in the industry。Support renewable resources recycling enterprises in strengthening vertical integration and horizontal cooperation，integrating advantageous industry resources，attracting social capital，innovating recycling models，extending industrial chains，and gradually cultivating and forming a number of leading enterprises in the industry with complete recycling networks，large operating scale，good economic benefits，high technical level，and strong driving capacity。Encourage leading enterprises to accelerate upstream and downstream restructuring，conduct technical exchanges and cooperation with leading enterprises in advanced domestic regions，upgrade business forms，models，and technologies，and improve the level of brand-based and intensive industry development。Encourage recycling enterprises to actively explore plastic pollution control，digital development，and the connection and integration of recycling and utilization，forming replicable and promotable experience and practices。（Responsible unit：Department of Commerce of the Autonomous Region）

6．Improve the degree of scaled development。Build a tiered cultivation mechanism for renewable resources recycling enterprises，and promote industry market entities from “individual businesses transforming into enterprises”，to “small enterprises upgrading to enterprises above designated size”，and to “enterprises above designated size becoming refined”。Support backbone recycling and utilization enterprises in transforming into national high-tech enterprises。By 2028，market entities engaged in renewable resources recycling operations throughout the region will continue to grow，and 2－3 regional “little giant” enterprises will be incubated and cultivated。（Responsible units：Department of Commerce of the Autonomous Region，Department of Industry and Information Technology，and Supply and Marketing Cooperative shall be responsible according to the division of responsibilities）

7．Improve the application level of advanced equipment and technologies。Guide qualified renewable resources utilization enterprises to actively introduce and adopt advanced technologies and equipment，actively seek central government funds，and carry out green，mechanized，and intelligent quality-improvement renovations for existing renewable resources processing and utilization projects。Vigorously promote fine sorting and deep processing technologies，accelerate the establishment and improvement of terminal disposal and utilization systems，extend industrial chains，and improve the level of high-value utilization of renewable resources and green，low-carbon，circular development。Rely on the layout of recycling service networks at electric vehicle sales stores to do a good job in the centralized storage，transfer，and comprehensive utilization of waste lithium batteries and power batteries。（Responsible units：Department of Industry and Information Technology of the Autonomous Region，Department of Commerce，Development and Reform Commission，and Supply and Marketing Cooperative shall be responsible according to the division of responsibilities）

（III）Deepen waste recycling and utilization in key fields。

8．Deeply carry out waste household appliance recycling and treatment business。Study and establish cooperation mechanisms between household appliance recycling and treatment enterprises and household appliance production and sales enterprises，and use delivery，installation，maintenance，and other channels to carry out waste household appliance recycling。Support household appliance recycling and treatment enterprises in establishing diversified recycling channels，absorbing individual recyclers such as individual industrial and commercial households，mobile vendors，and community grid workers，establishing long-term and stable cooperative relationships，and carrying out full-category recycling of waste household appliances through multiple methods such as door-to-door recycling，appointment-based recycling，and fixed-point recycling。Encourage enterprises to increase research，development，and innovation in waste household appliance recycling and treatment technologies，and improve dismantling efficiency and resource recovery rates。Support enterprises in cooperating with universities，scientific research institutions，and others to carry out research，development，and application demonstrations of waste household appliance recycling and treatment technologies。（Responsible units：Department of Commerce of the Autonomous Region，Department of Housing and Urban-Rural Development，Department of Ecology and Environment，and Department of Industry and Information Technology shall be responsible according to the division of responsibilities）

9．Support public institutions in carrying out recycling business。Accelerate the improvement of the waste article recycling and utilization system，encourage the establishment of recycling delivery points in government agencies，schools，and other places，and promote intelligent recycling terminals。Conscientiously implement relevant provisions on the allocation and disposal of office equipment and furniture，and strengthen the recycling and reuse of waste articles such as electrical and electronic products and furniture。Support recycling enterprises in establishing stable cooperative relationships with government agencies，enterprises and public institutions，and others；explore the establishment of an asset sharing mechanism for electrical and electronic products，furniture，and others；jointly build a unified recycling platform for waste office equipment and office furniture；carry out the construction of “public property warehouses” in administrative and public institutions；and improve the efficiency of recycling and using office equipment and assets。（Responsible units：Supply and Marketing Cooperative of the Autonomous Region，Department of Commerce，and Government Offices Administration shall be responsible according to the division of responsibilities）

（IV）Promote the transformation and upgrading of renewable resources recycling and utilization。

10．Promote digital and intelligent transformation and development。Promote the construction of a big data platform for renewable resources recycling，and build a closed loop for supervision and services across the entire renewable resources industrial chain。Guide recycling enterprises to deeply integrate digital and intelligent technologies with operation and management，and strengthen technology empowerment。Encourage the creation of application scenarios such as “intelligent sorting and separation”，“smart recycling factories”，and “digital recycling and utilization parks”。Support universities，scientific research institutes，industry enterprises，industry associations，and others in linkage and coordination to build renewable resources digital and intelligent transformation promotion centers，provide digital and intelligent transformation services，and promote the digital and intelligent transformation of the recycling and utilization industry。（Responsible units：Department of Industry and Information Technology of the Autonomous Region and Department of Commerce shall be responsible according to the division of responsibilities）

11．Strengthen standardization and regulated construction。Encourage renewable resources recycling and utilization associations to leverage their strengths，undertake the research and formulation of key standards such as recycling and circular utilization，improve standards for waste product recycling and second-hand product transactions，and precisely serve the upgrading and replacement of equipment and consumer goods。Explore the formulation of standards for clean production and green design in advantageous and characteristic industries。Promote the implementation of standards，strengthen standardized management and professional skills training，and encourage and guide enterprises to advance standardized and regulated construction of recycling outlets，transfer stations，sorting centers，and others along the industrial chain。（Responsible units：Department of Commerce of the Autonomous Region and Department of Housing and Urban-Rural Development shall be responsible according to the division of responsibilities）

（V）Strengthen supervision and management of renewable resources recycling。

12．Improve the level of safe production in the industry。Strictly manage and control safe production work in the industry，promote industry market entities to fulfill their primary responsibility for safe production，strictly implement laws and regulations such as the Work Safety Law and the Fire Protection Law as well as relevant mandatory technical standards，strengthen the identification of hidden risks in safe production，implement safety precautions against fire，lightning，poisoning，dust，explosion，electric shock，floods，and others，and promote standardized construction of safe production。Proactively carry out expert guidance services to help enterprises investigate and rectify hidden accident risks，and resolutely prevent the occurrence of major and serious safety accidents。（Responsible units：Department of Commerce of the Autonomous Region，Public Security Department，and Market Regulation Department shall be responsible according to the division of responsibilities）

13．Strengthen ecological and environmental supervision of the industry。Implement laws and regulations such as the Law on the Prevention and Control of Environmental Pollution by Solid Waste，the Regulations on the Administration of the Recycling and Disposal of Waste Electrical and Electronic Products，the Measures for the Administration of Renewable Resources Recycling，the Measures for the Administration of the Circulation of Used Electrical and Electronic Products，and the Measures for the Administration of the Use and Reporting of Disposable Plastic Products by Business Operators in the Commercial Sector，promote the renewable resources recycling industry to strengthen standardized construction and management，implement the primary responsibility for the prevention and control of environmental pollution in accordance with the law，and carry out ecological and environmental governance。Strengthen whole-process supervision over collection，transportation and storage，processing and treatment，and other links，and investigate and punish illegal acts in accordance with the law，such as operating without certificates or licenses，open-air operations，illegal dismantling of waste electrical and electronic products，illegal recycling of hazardous waste，and failure to comply with relevant national provisions on plastic bans and restrictions。（Responsible units：Department of Commerce of the Autonomous Region，Department of Ecology and Environment，and Market Regulation Department shall be responsible according to the division of responsibilities）

III、Organization and Implementation

Strengthen overall coordination，promote departments of commerce，development and reform，industry and information technology，public security，natural resources，ecology and environment，housing and urban-rural development，market regulation，supply and marketing，and others to implement work tasks according to their responsibilities，share relevant regulatory data and information，carry out special governance as appropriate，and form synergy。Encourage industry associations to strengthen industry research，and carry out monitoring，analysis，and release of renewable resources recycling data。Carry out various forms of publicity and popularization activities on renewable resources recycling knowledge，mobilize the public to implement waste sorting and renewable resources recycling and utilization，and create a favorable atmosphere in which the whole society values and supports renewable resources recycling。

This document shall come into force on the date of issuance and remain valid until December 31, 2028。
