On September 16, 2026, the 2026 National Conference on Innovation and Development of the Green Value Chain for Waste Electrical and Electronic Products was held in Fang County. The “zero-waste park” development case of the Fang County Circular Economy Industrial Park was presented as a special topic, offering a “Fang County approach” for similar parks across the country.
Fang County is located in the central water source area of the South-to-North Water Diversion Project. The industrial park was completed in 2018 and now has more than 5,300 collection points. It handles approximately 40% of the country’s waste electrical and electronic product recycling, and has developed a full industrial chain covering “collection and dismantling—smelting and regeneration—deep processing.” Its output value reached RMB 28.55 billion in 2025, and its leading company, Xinzi Group, ranked among China’s Top 500 Private Enterprises.
To reduce, recover and safely dispose of solid waste, Fang County has established a full-chain “zero-waste” system. At the collection end, it has introduced digitalized recycling, built a smart platform and a three-tier collection network of “collection points—sorting centers—industrial park,” and developed a “three flows in one” voucher to address the difficulty of reverse invoicing. It aims to achieve full digital coverage and a 100% compliance rate by 2028, with annual recycling and dismantling capacity of 600,000 tonnes. At the processing end, it has standardized dismantling operations through “five zones and four lines” and “Five Immediacies” management, and applied machine-vision sorting, achieving 95% accuracy and a 10–20-fold increase in efficiency. At the utilization end, it focuses on high-value recovery of materials such as recycled copper, aluminum and plastics, expands the recovery of indium, waste lithium batteries, and rare and precious metals, and is developing a three-tier circular system to ensure the full utilization of secondary solid waste. For smart supervision, it has built a full-process information platform, is exploring “video surveillance + electronic tags + blockchain,” and is developing an integrated “four-network” system.
Fang County has also made Xinzi Group the chain leader and brought together more than 5,000 suppliers to explore a three-part model of “zero-waste park + zero-waste supply chain + zero-waste enterprise,” addressing the “last mile” in getting recycled products into high-end supply chains.
Following the plan of “laying the foundation in year one, delivering results in year two, and setting an example in year three,” Fang County is seeking to establish a national “zero-waste park” demonstration site. By 2028, the output value of downstream deep processing is expected to account for more than 40%; the comprehensive utilization rate of general industrial solid waste is expected to reach 100%; and the proportion of hazardous waste sent to landfill is to be kept below 10%. Fang County will continue to develop the industrial park as a national benchmark for “zero-waste parks.”
