On October 23, 2026, the Hunan Provincial Development and Reform Commission issued the Notice of the Hunan Provincial Development and Reform Commission on Issuing the Hunan Province 15th Five-Year Plan for Circular Economy Development, which stated:

Make forward-looking plans for the recycling of emerging types of waste. Focus on waste from new energy vehicle power batteries, decommissioned wind and solar power equipment, and new infrastructure. Strengthen traceability management and hold production and operating companies accountable for recycling.

Decommissioned photovoltaic equipment: Establish and improve a responsibility mechanism for photovoltaic power generation companies to handle decommissioned equipment, and support manufacturers, power generation companies, and recycling companies in jointly developing recycling networks.

Leverage the China (Hunan) Pilot Free Trade Zone and the China-Africa Economic and Trade Cooperation Pilot Zone to develop standardized export operations for used cars, used construction machinery, and other products, and promote the cross-regional and cross-border circulation of second-hand goods.

Establish a province-wide unified information management platform for used materials to provide basic services for matching supply and demand, traceability, price guidance, data statistics, and risk alerts. Encourage industry organizations and leading companies to extend digital transformation across the industry and address key issues such as intelligent recycling and reverse invoicing scenarios.

Strengthen industry supervision and management. Enhance oversight at every stage of used-materials collection, sorting, storage, and utilization, and improve the level of information-based management. Strengthen market access management in the recycled resources industries, including waste plastics, scrap steel, non-ferrous metal scrap, waste paper, and waste rubber, and establish a system for corporate credit evaluation and categorized supervision.

Improve the regulatory and standards framework. Issue Several Provisions of Hunan Province on Comprehensive Utilization of Resources and, in coordination with the revision of the national Circular Economy Promotion Law, formulate implementing measures for Hunan Province as appropriate.
