The Xiangtan Municipal Bureau of Commerce in Hunan Province is promoting the use of the Xiangtan Digital Recycling Supervision Platform for Renewable Resources across the city
Oct 31, 2026

In May 2026, the Xiangtan Municipal Bureau of Commerce held a work safety training session for recycling businesses across the city in the meeting room at the Civic Center, promoting the comprehensive use of a digital recycling supervision platform. Officials from commerce departments in counties, county-level cities, and districts, along with representatives from more than 70 recycling businesses, attended the training. Li Wen, a member of the Party Committee and Deputy Director of the Municipal Bureau of Commerce, attended the meeting and delivered opening remarks. He noted that the recycling industry has many business operators, complex working environments, and a weak safety foundation. All businesses must fully understand the characteristics of the industry, firmly guard against complacency and wishful thinking, accurately assess safety risks at every stage—including storage, sorting, and transportation—and ensure that risks are clearly identified and preventive measures are well defined. He stressed the need to strengthen safety safeguards and routinely investigate and address hazards, focusing on key issues such as blocked fire lanes, improper storage of flammable materials, and unauthorized hot work or electrical use. Businesses should establish daily inspection and closed-loop rectification procedures to eliminate hazards before they develop into incidents. He called on commerce departments at all levels and businesses to strengthen every link in the safety accountability chain. Legal representatives of businesses must strictly fulfill their primary responsibility, ensure safety measures are effectively implemented, increase safety investment, improve emergency response plans, and actively use digital tools to enhance intrinsic safety, thereby ensuring the safe, stable, and orderly development of the city’s recycling industry.

At the training session, the head of the Xiangtan Renewable Resources Association gave a presentation on the Xiangtan Digital Recycling Supervision Platform. Centered on the application of technology, the platform has been built to a high standard as a digital recycling system integrating supervision, operations, and services. Driven by both the waste materials recycling supervision platform and the “供销再生” mini program, it enables intelligent safety management, standardized operations, and precise regulatory services, comprehensively reshaping the industry ecosystem and creating a safer, more efficient, and more standardized recycling model.

Ma Xiaoshun, a safety expert retained by the Municipal Bureau of Commerce, National Registered Safety Engineer, and Safety Director of Yongfei Group, delivered specialized work safety training. Covering businesses’ primary responsibility for work safety, risk identification in the recycling industry (including hot work and fire safety), and analysis of industry accident cases, he explained systematically how to establish a scientific work safety prevention system, improve safety performance, and ensure stable development.

The training was detailed, targeted, and highly practical. It reinforced the industry supervision responsibilities of commerce departments in counties, county-level cities, and districts, as well as the primary responsibilities of businesses, while also promoting professional safety management knowledge and digital transformation concepts. Attendees said they had gained a great deal from the session. It effectively strengthened their ability to identify safety risks, investigate and rectify hazards, and respond to emergencies, while clarifying how to use the digital recycling system and laying a solid foundation for standardized operations, safe operations, and transformation and upgrading in the city’s recycling industry.

Notably, the Xiangtan Digital Recycling Supervision Platform, jointly developed by the Xiangtan Municipal Bureau of Commerce and the Xiangtan Supply and Marketing Cooperative, is being developed into a support platform for the industry’s digital, standardized, and green development across the city. Based on an architecture of “one brain and countless touchpoints,” the system enables deep cloud-and-edge coordination, connecting recycling businesses, collection sites, personnel, and vehicles across the city in a tightly integrated network. A standardized data center server room has been built, equipped with an uninterruptible power supply (UPS) and an environmental monitoring system. Infrared monitoring and temperature and humidity sensors provide real-time monitoring of critical areas and issue alerts when abnormalities are detected. The platform is also pursuing Level 3 certification under China’s Multi-Level Protection Scheme for Cybersecurity and developing its intellectual property portfolio to ensure stable operations and data security. The “供销再生” mini program, the platform’s front-end service portal, serves residents with convenient, one-click collection bookings. It also offers recycling workers free access with no entry barriers, supported by intelligent job assignment and efficient scheduling. This makes recycling prices transparent and the entire process traceable, addressing pain points in traditional recycling models. The platform’s key feature is its AI-powered intelligent fire alert system. Using the platform’s technology, smart cameras and sensors monitor recycling sites around the clock, addressing gaps in supervision at night and outside working hours. Powered by AI algorithms, the system can accurately identify high-risk situations, including open flames and smoke, improper storage, blocked fire lanes, smoking on site, and unauthorized electrical use. When an anomaly is detected, it triggers an alert within seconds and sends notifications through multiple local channels, enabling hazards to be detected, flagged, and addressed early. This helps the recycling industry anticipate work safety risks, eliminate blind spots, reduce losses, and upgrade management, strongly advancing the city’s recycling industry toward safer, more standardized, digital, and intensive development.
