Important Notice: The information reporting function for the cross-provincial transfer and utilization of solid waste is now officially online. Failure to submit reports by the deadline may result in fines ranging from RMB 50,000 to RMB 500,000.

On October 5, 2026, the Ma'anshan Ecology and Environment WeChat Official Account (Ma'anshan Municipal Ecology and Environment Bureau) published an article titled “Important Reminder: The Information Reporting Function for the Cross-Provincial Transfer of Solid Waste for Utilization Is Officially Online.”

According to Article 476, Paragraph 2 of the Ecological and Environmental Code of the People's Republic of China, information must be reported in advance for the transfer of solid waste out of a province for utilization. Effective immediately, the information reporting function for the cross-provincial transfer of solid waste for utilization has officially gone online in the National Hazardous Waste Whole-Process Environmental Management Information System, while the original cross-provincial utilization filing function has been discontinued simultaneously. Generators within the city (including individual industrial and commercial households) involved in the cross-provincial transfer of general industrial solid waste, construction waste, household waste, agricultural solid waste, and other solid waste (excluding hazardous waste) for utilization must complete system registration and maintenance as soon as possible and carry out information reporting in accordance with the law. Failure to report by the deadline may result in a fine of no less than RMB 50,000 and no more than RMB 500,000.

Relevant entities may register or log in through the following addresses:

Hazardous waste-related entities already registered in the Anhui Province Solid Waste Management Information System do not need to register again if they need to handle cross-provincial transfer of general industrial solid waste for utilization. They may retrieve their passwords using their mobile phone numbers and directly carry out reporting procedures.


Requirements:

After completing registration of the system's basic information, relevant entities may use the National Hazardous Waste Whole-Process Environmental Management Information System to report information on the cross-provincial transfer of solid waste for utilization.

⚠️ Special reminder: The approval procedures for the cross-provincial storage and disposal of solid waste shall still be handled in accordance with Article 476, Paragraph 1 of the Ecological and Environmental Code of the People's Republic of China, and the handling channels remain unchanged.

⚠️ Special reminder: Pursuant to Article 490 of the Ecological and Environmental Code of the People's Republic of China, entities generating industrial solid waste that entrust others with the transportation, utilization, or disposal of industrial solid waste shall verify the entrusted party's qualifications and technical capabilities, enter into a written contract in accordance with the law, and stipulate pollution prevention and control requirements in the contract.

Entities involved in the cross-provincial transfer of solid waste for utilization are requested to strictly complete account registration and basic information maintenance in advance as required, and carry out information reporting in a timely manner to ensure business compliance. Penalty Provisions (Legal Basis):

Article 1171, Paragraph 3 of the Ecological and Environmental Code of the People's Republic of China: Where solid waste is transferred out of the administrative region of a province, autonomous region, or municipality directly under the central government for utilization without information being reported in advance, a fine of no less than RMB 50,000 and no more than RMB 500,000 shall be imposed.

Article 1068 of the Ecological and Environmental Code of the People's Republic of China: Where an entity generating industrial solid waste, in violation of this Code, entrusts others with the transportation, utilization, or disposal of industrial solid waste without fulfilling its obligations of verification, supervision, and the like, it shall, in addition to being penalized in accordance with this Code and relevant laws and regulations, bear joint and several liability with the entrusted party that causes environmental pollution or ecological damage.

All relevant entities must attach great importance to this matter, fulfill their information reporting obligations in accordance with the law, and avoid legal liability arising from late reporting, omitted reporting, or failure to report.
