Zhejiang Haining's "Replacement with New for Old" Model for Photovoltaic Panels Solves the Challenge of PV Recycling

As China's first batch of distributed photovoltaic modules enter the centralized retirement phase, Haining City has innovatively launched a photovoltaic "Replacement with New for Old" mechanism. Through digital tools for precise measurement, business model innovation, and full-chain services, it achieves efficient recycling of old PV modules and dual enhancement of green power generation capacity, providing a replicable template for the national photovoltaic recycling industry.


   Precise Identification: Big Data Early Warning + ROI Calculator




Leveraging power big data, State Grid Haining Power Supply Company monitors 12,186 photovoltaic projects nationwide in real-time, intelligently identifying and notifying photovoltaic enterprises to "replace" equipment older than 10 years or with annual generation below 800 hours.

The self-developed "Photovoltaic ROI Calculator" generates one-click replacement solutions. Inputting roof area, installed capacity, and operation mode data, the "Photovoltaic ROI Calculator" automatically produces construction costs, revenue projections, carbon emissions, and other details, providing comprehensive "replacement with New for Old" plans to demonstrate tangible benefits and carbon reduction effects.

Innovative Model: Incremental Revenue Sharing




Through the photovoltaic "Replacement with New for Old" project platform, both parties are encouraged to collaborate on PV module replacement and related equipment maintenance services.

New investors fund equipment replacement while original owners retain base capacity revenue (with 30% efficiency improvement), with incremental capacity revenue going to new investors.

As of March 2025, over 10 enterprises in Haining have participated in rooftop photovoltaic replacements, with 4 having completed renovations.

Circular Utilization: Graded Development of Residual Value




Under the "Replacement with New for Old" model, new investors evaluate replaced photovoltaic panels, selling those with residual value at low prices to users with lower electricity demands, such as rural self-built houses in other provinces, remote farms with power difficulties, and pastures.
