The 2024 National Two Sessions will be held in Beijing on March 4. This year marks the 75th anniversary of the founding of the People's Republic of China and is a critical year for achieving the goals and tasks of the "14th Five-Year Plan". Zhang Liwen, a member of the National Committee of the Chinese People's Political Consultative Conference and executive deputy general manager of Inner Mongolia Environmental Protection Investment Group Co., Ltd., said that my country's wind power and photovoltaic recycling industries still need to be improved, and the construction of new energy recycling systems should be promoted in a classified manner to achieve a green closed loop. Zhang Liwen suggested accelerating the establishment of a standardization system, strengthening technological innovation, clarifying market responsible entities, and promoting a digital traceability management platform to promote the green and sustainable development of the new energy recycling industry.

"my country's power battery recycling started around 2015. At present, recycling technology is becoming mature, policies and standards are gradually improving, and industrial development is stable and improving. However, there are still problems such as unclear responsibilities of market entities and imperfect market mechanisms. my country's wind power, photovoltaic The recycling industry is still in its infancy, and recycling technology and market models need to be further incubated and cultivated. If we do not plan the layout in advance, we will face huge disposal pressure when the large-scale 'decommissioning period' arrives." Member of the National Committee of the Chinese People's Political Consultative Conference, Inner Mongolia Environmental Protection Investment Zhang Liwen, executive deputy general manager of the Group Co., Ltd. said. Zhang Liwen believes that we should adhere to a problem orientation, implement precise policies, classify and in-depth promote the construction of a recycling system for renewable resources in the new energy industry, and promote the early realization of a green closed loop in the new energy industry. To this end, she suggested that we should speed up the establishment of a standardized system covering key aspects such as equipment decommissioning, cascading utilization, remanufacturing, recycling, and green design, as well as key elements such as recycling technology, safety and environmental protection, access standards, and certification evaluation; we should strengthen technological innovation Special support, in the field of battery recycling, supports enterprises to carry out technological innovation and upgrading around advanced processes of intelligent dismantling of power batteries and high-value regeneration of waste lithium batteries. In the field of wind turbine blade recycling, it is hoped to set up a special research and development plan to focus on key technological issues such as blade resource recycling and green alternative materials. In the field of photovoltaic recycling, the transformation, promotion and application of recycling technology achievements should be strengthened and the industrialization of scientific research results should be accelerated.

“It is also necessary to classify and consolidate the main responsibilities of all parties in the market, making it clear that automobile manufacturers and scrap dismantling companies are responsible for collecting retired batteries, battery manufacturers are responsible for life and residual value assessment, and recycling companies are responsible for the cascade utilization of batteries. Responsibility for resource utilization. For the fields of wind power and photovoltaic recycling, it is clear that asset owners are the responsible entities to implement recycling responsibilities, support Inner Mongolia and other areas where new energy industry chains gather to carry out pilot demonstrations, and take the lead in realizing a green closed loop of the entire photovoltaic industry chain." Zhang Liwen explain.

Zhang Liwen also suggested strengthening the application, promotion and supervision of the "National Monitoring of New Energy Vehicles and Comprehensive Traceability Management Platform for Power Battery Recycling" and establishing a unified national digital traceability management platform for wind power and photovoltaic equipment to track the entire life cycle of wind power and photovoltaic equipment. Traceability, industry supervision, and convenient services provide digital and intelligent guarantees.
