Cracking the Challenge of "Retired" Photovoltaic Panels: Jiaxing Proposes a Green Closed-Loop Solution

On the morning of August 26, 2025, the Jiaxing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) held a special consultation meeting on "Inviting You to Consult—High-Level Promotion of the Construction of a 'Zero-Waste City' Across the Region."Jiaxing Municipal CPPCC member and Deputy Chairman of the Xiuzhou District CPPCC, Xiaoning Feng, proposed the "Accelerating the Recycling and Circular Utilization of Photovoltaic Modules, Closing the Loop to Build a Green Photovoltaic Industry Chain" initiative, providing critical insights for advancing the "Zero-Waste City" construction and fostering new momentum for green development.

From the perspective of photovoltaic recycling development, high-value materials such as silicon, silver, and glass account for up to 95% of photovoltaic modules. Industry forecasts predict that by 2030, the cumulative decommissioned photovoltaic modules in China will reach 1.5 million tons, and by 2040, this figure will rise to 12 million tons. This indicates that the recycling and utilization of photovoltaic modules have become the "next blue ocean" for urban governance and economic development. Accelerating the recycling and circular utilization of photovoltaic modules in Jiaxing and closing the loop to build a green photovoltaic industry chain is both imperative and urgent. To this end,Jiaxing Municipal CPPCC Member and Deputy Chairman of Xiuzhou District CPPCC,  Xiaoning Feng, proposed the following recommendations:

Strengthen Systematic Planning and Top-Level Design

Expedite the release of the Development Plan for Photovoltaic Recycling and Utilization, establish a practical and robust policy system for recycling and utilization industries, clarify management methods for emerging solid waste such as decommissioned photovoltaic modules, with a focus on mandating the retirement of photovoltaic modules whose power efficiency falls below a certain standard.Additionally, the government should strengthen guidance and regulatory oversight by defining key elements, including the division of responsibilities among various segments of the industrial chain, technical standards, and access procedures. This will encourage photovoltaic manufacturers to proactively utilize recycled resources.

Improve the Traceability Information Management Platform

Entrust the PV Committee of China Green Supply Chain Alliance (China ECOPV Alliance) to establishJiaxing's city-wide"Photovoltaic Product Traceability Information Management Platform", aligning with the upcoming international green policy "Digital Passport" requirements, standardizing the collection of photovoltaic product data across the city, breaking down barriers between upstream and downstream stakeholders and manufacturers, and enabling shared data resources; conduct JiaxingCity's Photovoltaic Recycling and Circular Utilization Market Analysis and Forecast, develop models to accurately predict the medium- to long-term Jiaxing City and Yangtze River Delta region's decommissioned photovoltaic market scale, and plan the optimal regional service scope for the recycling industry.

Explore the "Xiuzhou Model" for Distributed Photovoltaic Recycling

Introduce special support policies to assist Xiuzhou District in exploring the establishment of a"Five-in-One" Responsibility System involving government, power generation enterprises, PV manufacturers, recycling enterprises, and end-users, innovating the"Xiuzhou Model" for Distributed Photovoltaic Recycling, providing a demonstration mechanism and model for large-scale distributed photovoltaic recycling nationwide.
