To address the difficulties of invoicing for recycled resource recovery, advance tax deduction, weak supervision, and other issues, the State Taxation Administration has vigorously promoted reverse invoicing. In many regions, integrated services such as pay-first-invoice, invoice-first-pay-tax, and tax-first-stock-inbound have been implemented simultaneously, covering areas including waste materials and agricultural products, and providing mature and compliant templates for photovoltaic recycling.
On February 5, 2026, Jingdezhen City, Jiangxi Province achieved the rollout of pay-first-invoice in multiple scenarios, including recycled resources, agricultural product procurement, parking lots, accommodations, gas stations, and tourist attractions.
On March 3, 2026, the Zhejiang Branch of Industrial and Commercial Bank of China focused on four key areas: recycled resources, gas stations, parking services, and agricultural product procurement, achieving precise breakthroughs and empowering the ecosystem. In the recycled resources scenario, leveraging the SaaS cloud product Reverse Invoicing Assistant, it provided convenient services of pay-first-reverse-invoice, invoice-first-pay-tax, and tax-first-stock-inbound, addressing industry pain points such as difficulty for natural persons in issuing invoices and enterprises lacking input-tax deduction vouchers. It has currently been implemented in Jiaxing, Shaoxing, Quzhou, Lishui, and other locations, serving many county-level recycled resource recovery and manufacturing enterprises. For example, Jia'ao Environmental Protection Project of the listed company in Jiaxing alone has invoiced more than 70 million yuan, accelerating the extension of financial services into the recycled resources industrial chain.
On March 20, 2026, the State Taxation Administration issued the Notice of the State Taxation Administration on Carrying Out the “Convenience Tax Services Spring Breeze Action” in 2026 (Tax General File No. 2026-18), proposing to promote the building of a co-governance ecosystem. It will carry out publicity of compliant operations and honest tax-paying positive cases, demonstrate the positive role of compliant operations in enterprise development, and foster a good atmosphere of honest tax compliance and fair competition across society. It will continue exposing typical tax-related violation cases, releasing a strong signal of legal handling and strict crackdown on tax-related violations, guiding enterprises to firmly establish the concepts of honest tax compliance and compliant operations.

On May 13, 2026, the Zhejiang Branch of the People's Bank of China will deeply extend the pay-first-invoice service to the four key areas of gas stations, parking services, agricultural product procurement, and recycled resources, achieving empowerment across all scenarios. Through cooperation with local supply and marketing cooperatives and recycled resource recovery enterprises, it has created an integrated digital financial model of “financing + payment + invoicing.”
On May 14, 2026, the pay-first-invoice service of the Wuxi Branch of Industrial and Commercial Bank of China has been widely applied in industries such as recycled resource recovery enterprises, gas stations, and supermarkets in Wuxi.
On May 20, 2026, Shanghai Linyi Huadong Metal City and the Shandong Provincial Branch of Industrial and Commercial Bank of China held a discussion to deepen cooperation on the pay-first-invoice business. The manager Teng Haiyang from the network finance department of the Shandong Provincial Branch of Industrial and Commercial Bank of China went to Linyi Huadong Metal City to carry out special business exchanges around digital transformation of the recycled resource recovery industry and empowerment. At present, the pay-first-invoice business of Huadong Metal City is being fully piloted and promoted among merchants in the park.
On May 25, 2026, Hubei Jingxiang New Materials Co., Ltd. is a recycled resource recovery enterprise in Tianmen City. According to feedback from the company, as of now the company has completed multiple natural-person procurement invoices through the “three-flows-in-one” reverse invoicing function, with cumulative invoiced amount reaching 100,000 yuan. This not only solved the problem of missing input invoices, but also greatly simplified the financial accounting process and achieved full-process transaction traceability.
On June 8, 2026, after Gui's Old Hotpot Restaurant in Guoji Grass Root, Jiu Longpo District, sold kitchen waste oil, it logged into the “Food and Beverage Safety Online” platform to verify the relevant information, and the system automatically issued a VAT ordinary electronic invoice, marking the implementation of the kitchen waste oil “pay-first-invoice” function in Chongqing.Food and beverage enterprises only need to register on the “Food and Beverage Safety Online” platform and open a waste oil account to conduct transactions and issue invoices with kitchen waste oil collection and transportation enterprises on the platform. After payment is successful, transaction information is automatically synchronized in real time to the tax bureau's “Leqiye” platform, which automatically issues VAT e-invoices and transmits the invoice to the “Food and Beverage Safety Online” platform, where the kitchen waste oil collection and transportation enterprise can download it by itself.As of July 10, more than 1,000 merchants have joined the platform.

On July 2, the “five-flows-in-one” reverse invoicing product system of the Zihuan Chain Gold was officially connected to the Industrial and Commercial Bank of China’s “three-flows-in-one” reverse invoicing service, successfully issuing the first reverse invoice on the Leqiye platform after the cooperation of both parties.
