In the current field of waste resource disposal, most auction platforms still follow the original “highest-price wins” logic—whoever bids the highest gets the item. This seemingly fair marketization mechanism, when applied to the special track of renewable resources, has exposed increasingly serious structural flaws. First, qualification review is often a formality, and unqualified suppliers flood in. Second, the entire process lacks traceability, making the destination of materials a mystery. Third, the integration of the three flows makes reverse invoicing difficult to implement.

To promote standardized, digital, and high-value development in the city’s renewable resource recycling and utilization industry, on the morning of July 9, Shanghai Federation of Supply and Marketing Cooperatives Vice Chairman, Shanghai Renewable Resources Recycling and Utilization Industry Association President Xu Jianfeng led a team to Shanghai International Commodity Auction Co., Ltd. for a themed research and exchange visit. Shanghai International Commodity Auction Chairman Dai Peihua, General Manager Hu Laiwu, Secretary of the Party Committee and Deputy General Manager Pei Xin, and others warmly received the delegation.
During the symposium, the two sides held in-depth discussions around key topics such as the entire-chain disposal of renewable resources, digital industry supervision, and market-based pricing for waste materials. Xu Jianfeng pointed out that the association’s member organizations have a strong demand for standardized disposal of waste materials and market-based pricing. At the same time, policy requirements call for full-chain traceability management of renewable resources from collection to disposal, clearly linking material sources with circulation accounts. The digital capabilities of the Shanghai International Commodity Auction online trading platform, together with its deep integration, can effectively address the industry’s digital shortcomings. The association has high expectations for in-depth cooperation with Shanghai International Commodity Auction.
Dai Peihua, Chairman of Shanghai International Commodity Auction, combined with the company’s business transformation, proposed the “three noes” work direction of “not complaining, not lying flat, and not getting caught up in internal competition.” He emphasized that, by relying on in-depth cooperation with the association, the industry should avoid homogeneous, low-price competition and build core competitiveness through differentiation. Through collaborative cooperation, the market’s fixed perception of low value and rough disposal of waste materials can be changed, and the asset value of renewable resources can be fully unlocked by leveraging an open competition mechanism.
After in-depth exchanges, both sides reached a strong consensus on deep cooperation: first, to cultivate a team for the renewable resource recycling auction industry, open up information-sharing channels, and organize association members to participate in platform auction disposal projects; second, to jointly formulate operating standards for renewable resource recycling auctions and fill standard gaps in sub-sectors; third, to broaden diversified business cooperation scenarios by linking large state-owned enterprises and government public resource projects to jointly carry out full-chain renewable resource recycling auction business; fourth, for both sides to jointly sign a long-term strategic cooperation framework agreement, consolidate cooperation mechanisms, and build a stable, long-term, and in-depth cooperative relationship.
In the future, both sides will leverage their respective resource advantages, carry out all-round collaboration, and fully promote the implementation of various cooperation initiatives, helping the renewable resource recycling and utilization industry achieve high-quality development.

The reaching of a cooperation consensus between the Shanghai Renewable Resources Association and Shanghai International Commodity Auction marks the arrival of a highly important milestone in the standardization process of the renewable resource recycling industry.
From the perspective of the auction industry, this is a fundamental shift in role positioning.
In the past, auction platforms were merely facilitators of transactions, caring only about transaction rates and commission income. Today, through deep integration with industry associations, auction platforms have begun to assume multiple functions such as qualification verification, traceability preservation, and compliant settlement, upgrading from a pure “price discovery tool” to the “first gatekeeper” of compliant industry circulation.
From the perspective of the renewable resource industry, this is a substantial upgrade in the association’s functions.
Industry associations are no longer limited to issuing notices, holding meetings, and making suggestions; they are directly involved in the core transaction process of waste material disposal. By recommending compliant members, participating in standard-setting, and supervising transaction execution, the association has truly become a guardian of industry order and an escort for high-quality enterprises.

The state’s promotion of the three-in-one reverse invoicing policy and the compliance requirements for renewable resources have long faced difficulties in practical implementation within auction scenarios. The collaboration between the association and the auction platform provides a natural compliant carrier— the platform is responsible for retaining transaction records, while the association is responsible for qualification verification and industry supervision. Together, they form a complete chain of compliant evidence, enabling policy to truly move from paper to reality.
