5.2 Construction requirements

5.2.1 Fixed drop-off points

5.2.1.1 Fixed drop-off points should generally be built as container-house-style drop-off points. If construction conditions are not available, they may be built as container-style drop-off points.

5.2.1.4 Container-house-style drop-off points shall be enclosed buildings, equipped with power supply and ventilation functions, and should preferably be fitted with water supply and drainage systems. The ground shall be hardened.

6.2 Construction requirements

6.2.2 The operation area and storage area of recyclable resource transfer stations shall not be open-air, and the ground shall be treated for waterproofing and seepage prevention. The roof shall be made of materials that are not easily combustible.

6.4Environmental protection requirements

6.4.1 Recyclable resource transfer stations shall be managed in accordance with the enterprise environmental management system, and emergency plans for sudden environmental incidents shall be implemented.

6.4.4 Recyclable resource transfer stations shall install residual liquid collection devices beneath volume-reduction and compression equipment. The collected residual liquid and the wastewater generated during operations shall be discharged into the municipal centralized sewage treatment system for treatment, and wastewater discharge shall comply with the requirements of GB 8978.

6.4.5 Recyclable resource transfer stations shall use low-noise equipment, and adopt vibration reduction and noise abatement measures such as shielding and sound insulation. Noise emissions during operation shall comply with the requirements of GB 12348.

6.4.6 Sorted-out general industrial solid wastecollection and storage shall comply with the requirements of GB 18599.

6.4.7 The collection and storage of hazardous waste generated during operation shall comply with the requirements of GB 18597 and shall be handled by qualified enterprises.

6.5 Safety requirements

6.5.1 Recyclable resource transfer stations shall establish organizational management systems for safe production, employee safety training systems, safety inspection systems, fire drills, and emergency response plans for sudden incidents.

6.5.2 The fire resistance rating and fire separation distance of the main buildings of recyclable resource transfer stations shall comply with the requirements of GB 50016.

6.5.3 Recyclable resource transfer stations shall be equipped with fire safety equipment in accordance with the requirements of GB 50140.

6.5.4 Recyclable resource transfer stations shall set up safety signs in accordance with the requirements of GB 2894.

6.6 Management requirements

6.6.2 Recyclable resource transfer stations shall keep records of operational activities, including but not limited to: the source and destination of recyclable resources, the name of the transport party, license plate number, content filled in on documents, dates of entry and exit from the station, category, weight or quantity, price, amount, and original record documents shall be retained, including but not limited to: weigh slips and receipts.
