Sichuan Province Proposes Incentive Funding Policy of up to RMB 5 Million for Recyclable Resource Trading Venues

On February 24, 2026, the General Office of the Sichuan Provincial People's Government issued the " Implementation Opinions of the General Office of the Sichuan Provincial People's Government on Further Promoting Innovation and Breakthroughs in the Service Industry," which proposed to support the construction of the "Tianfu Green Hub" renewable resource recycling system and to provide incentives of up to 5 million yuan to eligible renewable resource trading venues .

This document shall come into effect on February 14, 2026, and shall remain valid until December 31, 2030, with the funding policy remaining valid until December 31, 2028.


In addition, Beijing's official recycling service platform, the "Jingcai Recycling" mini-program, has been launched. The Hunan Provincial Government's Commerce Department will establish a unified provincial information management platform for waste materials , enabling functions such as information reporting, supply and demand matching, price guidance, risk warning, and carbon emission reduction assessment. Hubei Province will establish a unified provincial comprehensive regulatory information platform for waste recycling and treatment , providing services such as the collection, analysis, processing, and dissemination of information related to waste recycling and treatment. Henan Province is planning to build the " Henan Provincial Solid Waste Resource Utilization Trading Platform," and the platform's design has been completed, with all preparatory work progressing smoothly.

Hebei Province supports recycling parks and sorting centers in building digital platforms for recyclable resource recovery , integrating functions such as online transactions, intelligent matching, and traceability. Hebei Province also stipulates that recyclable resource recovery operators must regularly report information such as the types, quantities, and destinations of the recyclable resources they recover to the relevant government departments.

To the People's Governments of all cities (prefectures), all departments and directly affiliated institutions of the Provincial Government, and relevant units:

In order to adapt to the needs of innovation-driven development and consumption-driven economic growth, and to give full play to the important supporting role of the service industry in empowering industrial development and improving people's well-being, with the approval of the provincial government, the following implementation opinions are hereby proposed.


I. General Requirements

We will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and its subsequent plenary sessions, earnestly implement the spirit of General Secretary Xi Jinping's important instructions on Sichuan's work, adhere to the guiding principle of serving the real economy and a better life, and take creating high-quality supply and attracting and cultivating high-level entities as our starting point to promote innovative breakthroughs in producer services, consumer services, and support services. By 2030, the added value of producer services will account for about 45% of the added value of the service sector, and we will have initially established a highland for innovative development of service-oriented manufacturing; service retail sales will account for about 45% of total consumption, and we will have initially established ourselves as an international consumption destination and a place to experience and aspire to a better life; we will strive to achieve a service sector added value of 5 trillion yuan and accelerate the construction of a strong service economy province.


II. Promoting the Cultivation and Strengthening of Productive Service Industries

(I) Cultivate high-level technology transfer platforms and develop the science and technology service industry. Promote the expansion of market-oriented R&D services by strategic scientific and technological forces such as national laboratories, research institutes, universities, and large-scale scientific facilities. Guide the market-oriented operation of scientific research instrument sharing platforms. Promote the construction of regional nodes of the national unified technology transaction service platform. Support the establishment of specialized industry research think tanks, cultivate a number of science and technology service institutions with strong comprehensive strength, train 300 compound technology managers annually, and provide incentives to qualified science and technology service enterprises and institutions. Implement the "Design Sichuan" initiative and vigorously develop new models such as intelligent generative industrial design, engineering design, and fashion design. (II) Strengthen Artificial Intelligence Infrastructure and Seize the High Ground in Data and Information Services. Promote the construction of artificial intelligence datasets and corpora, expand provincial-level "computing power vouchers," and explore the formulation of "scenario vouchers" and "model vouchers" policies. Construct scientific data centers. Support enterprises or industry alliances in building trusted data spaces and launch typical application scenarios based on "data elements ×." For approved digital application scenario laboratories, provide up to 10 million yuan in funding to enhance digital innovation capabilities. Construct national and provincial-level data annotation bases, support the construction of data annotation public service platform projects, and provide up to 10 million yuan in funding to outstanding projects. Incentivize eligible first-edition or open-source software products that achieve industrial application. (III) Develop new quality inspection and testing services and explore a standard supply system for emerging industries. Establish integrated service centers for quality infrastructure. Promote the construction of national and provincial product quality inspection centers. Develop telemedicine, intelligent inspection, and low-altitude equipment inspection and certification, and promote the construction of a digital twin platform for inspection and testing. Cultivate leading inspection and testing institutions and comprehensive leading enterprises in inspection, testing, and certification that drive the development of new quality and new fields. Support the establishment of regional inspection and testing groups. Implement a group standard cultivation plan and provide financial subsidies to units that lead the development of international and national standards. (IV) Cultivating and attracting professional institutions and talents to build a pioneering province for green and low-carbon services. Cultivating and attracting technical service institutions and carbon asset management service institutions specializing in carbon monitoring, carbon accounting, carbon certification, and carbon trading. Introducing and cultivating leading talents in carbon peaking and carbon neutrality, and exploring the implementation of carbon emission management skills assessment. Developing smart environmental services. Guiding third-party institutions to conduct energy-saving diagnostic consulting, energy efficiency assessment and certification, etc. Promoting the research, development, and application of green new materials such as "bamboo instead of plastic". Supporting the construction of the "Tianfu Green Convergence" renewable resource recycling system, and providing incentives of up to 5 million yuan to eligible renewable resource trading venues. (V) Develop new types of wholesale trade services to help "Made in Sichuan" products expand into domestic and international markets. Cultivate leading enterprises in the digital and intelligent supply chain wholesale trade chain, promote the development of online supply chain platforms for industrial products, and implement the instant direct delivery production line model. Implement the trade-industry integration action to promote "Made in Sichuan" products into the national centralized procurement system of platforms and leading enterprises in the supply chain. Promote the integration of domestic and foreign trade, and guide foreign trade comprehensive service enterprises to establish exhibition and sales centers and after-sales service outlets overseas. Promote the export of 100 high-quality "Sichuan-branded" products to overseas markets. Support supply chain wholesale trade enterprises in establishing operation, sales, distribution, and settlement centers, and provide incentives to eligible enterprises. (VI) Establish a human resources service platform to accurately and efficiently meet the needs of production and daily life. Guide enterprises and headhunting agencies to form talent recruitment consortia and talent service groups, creating a "Western Headhunting Valley." Establish a "backbone supplier database" and performance evaluation system for human resources services. Build grassroots employment service stations and improve the gig economy market for quick and easy recruitment. Build and improve the Chengdu National Human Resources Service Export Base to a high standard, and support the establishment of overseas workstations. Provide incentives of 500,000 yuan and 300,000 yuan respectively to national and provincial-level human resources service industrial parks that meet the standards. (VII) Develop digital advertising and information dissemination services by leveraging high-traffic platforms and top livestreamers. Give full play to the role of high-traffic platforms in the industry and top livestreamers with strong connections to the province, attracting and cultivating leading enterprises in digital advertising and information dissemination services, as well as new business entities that "buy globally and sell globally." Accelerate the development of social e-commerce advertising, immersive scene advertising, intelligent marketing algorithms, and cross-platform integrated communication, and cultivate entertainment livestreamer brokerage agencies. Guide the construction of micro-drama platforms integrating "content + traffic + commerce," develop new models of "short drama + e-commerce," and provide incentives of up to 2 million yuan to eligible advertising, information, and e-commerce enterprises. (VIII) Cultivate professional, international, and high-level institutions to enhance the level of accounting, legal, and intellectual property services. Establish service alliances in the form of accounting, legal, consulting, intellectual property, and exhibition services, matching them with industry chain offerings. Guide accounting firms, law firms, and other professional institutions to "go global" alongside these institutions. Provide incentives to accounting firms and asset appraisal institutions that make outstanding contributions, as well as legal service institutions that establish new overseas branches. III. Promoting the transformation and upgrading of consumer services

(I) Creating New Spaces for Integrated Catering Development. Develop themed immersive and interactive workshop-style catering, and cultivate new healthy catering formats such as low-calorie cuisine. Implement the "Hundred Products, Thousand Stores" Tianfu Fireworks Shop Enhancement Plan. Promote the "Green Catering" service label and build green hotels and restaurants. Create a "Never-Sleeping Tianfu" nighttime economy cluster. Develop wineries, wine towns, and wine tourism integration zones, and create Sichuan wine culture tourism routes. Support the integration of new-style tea drinks, trendy bars, and themed restaurants into shared spaces such as parks and communities; support catering enterprises to enter airports, high-speed rail stations, and scenic spots, and provide incentives of up to 2 million yuan to eligible enterprises. (II) Develop Fashionable Smart Wearables. Support the holding of first launches, debut shows, and first exhibitions, and provide incentives of up to 1 million yuan for newly established first stores in China, the central and western regions, and the southwest. Develop "flexible manufacturing + personalized customization," and provide "computing power vouchers" and "model vouchers" to enterprises that build flexible supply chain platforms. Actively utilize idle state-owned assets (buildings) to attract and cultivate new business formats such as discount stores and warehouse membership stores, and promote the construction of smart stores integrating functions such as AI-powered try-on and intelligent makeup. Support the research and development of augmented reality and virtual reality makeup try-on equipment, and guide the development of wearable products co-branded with city IPs (intellectual property rights). Promote the compliant development of photography services in scenic spots and forest areas. (III) Carry out functional renovation and upgrading of community and residential spaces. Promote the conversion of idle commercial housing for use in affordable housing, market-oriented long-term rental apartments, etc. Support the renovation and upgrading of public facilities, parking lots, elevators, etc. in old residential areas to create intelligent, green, and user-friendly "future communities". Construct embedded community comprehensive service centers, expand and upgrade the 15-minute convenient living circle, and create "multi-functional" neighborhood centers. Guide residential compounds to build shared reading rooms, shared canteens, and shared tool sheds. (IV) Cultivating Experiential Travel Services. Promote new areas of "transportation+" service consumption, construct high-quality RV campsites, and guide the development of "themed customized group" travel services. Plan service areas along boutique resort routes such as the Western Sichuan Grand Loop and Small Loop, providing services such as high-altitude oxygen chambers, travel medical care, and comprehensive supplies. Promote the transformation of highway service areas into multi-functional complexes integrating transportation transfer, leisure consumption, and commercial services. Support the development of Panda tourist trains, yacht and cruise ship lines, international tourist charter flights, and cross-border highway self-driving tours. Orderly promote the development of low-altitude tourism routes and enrich the supply of aerial sightseeing and flight experiences. Guide the development of tourist-grade homestays along key tourist routes. (V) Develop the performing arts and sports event economy. Incentives of up to 6 million yuan will be provided to organizers of major international sports events. Professional agencies specializing in performing arts brokerage and ticketing marketing will be introduced and cultivated. Emerging events such as robotics competitions will be actively developed. Sports events such as the Sichuan Provincial Urban Football League, the Greenway Fitness and Sports Park Games, the "Spark Cup" Youth Championship, and the "All-Area Tianfu" series will be held to high standards. Outdoor sports industries such as mountain, water, ice and snow, and forest sports will be developed, with incentives of up to 2 million yuan provided to qualified outdoor sports bases (campsites). (VI) Cultivating Psychological Rehabilitation and Mental Healing Services. Guiding enterprises to establish physical and mental health monitoring networks. Building a health big data management platform that connects personal and family records with medical institutions. Strengthening early identification of psychological crises and precise prevention and treatment of depression, guiding bookstores, art schools, and other institutions to develop immersive courses such as art therapy and psychological adjustment. Constructing the "Tianfu Forest Four Reservoirs" to create a relaxing and stress-relieving forest health and wellness base. Developing TCM health preservation and medicinal diet therapy services, creating post-operative rehabilitation spaces for critically ill patients and a sleep disorder repair center. (VII) Promote self-indulgent consumption within specific interest groups. Cultivate community operation organizations to meet the emotional needs of interest groups such as digital nomads and urban floral artists. Guide well-known IPs to develop new cultural and creative products such as trendy toys and digital collectibles, and develop a healthy and positive "millet economy." Innovate personalized services such as interest-based skill training and social space expansion. Develop the pet economy, actively explore scenarios such as pet-themed parks and pet hotels, and guide the development of services such as pet bathing and pet boarding. (VIII) Enrich Multi-tiered Elderly Care Services. Expand the coverage of the long-term care insurance system. Develop embedded community-based elderly care services and cultivate high-quality community-based elderly care service institutions. Promote the construction of smart nursing homes and guide private hospitals and elderly care institutions to transform towards "medical care + rehabilitation". Strengthen collaboration between elderly care institutions and medical and health institutions, and improve the two-way transfer green channel. Strengthen the research and development and manufacturing of age-friendly nutritional foods, expand services such as cleaning and meal assistance, and enrich services for companionship and comfort. Expand the supply of elderly education degrees and enhance the quality of education. (ix) Expand diversified services for childbirth, childcare, and parenting. Enrich the supply of services across the entire pregnancy, childbirth, and parenting chain, including prenatal care, delivery support, postpartum rehabilitation, newborn care, and early education. Promote the construction of postpartum rehabilitation centers and innovate the "medical-educational collaboration" service model. Guide qualified kindergartens to open toddler classes or jointly build embedded childcare centers with communities, government agencies, and enterprises. Cultivate professional childcare and domestic service agencies. Provide incentives of up to 500,000 yuan to qualified domestic service companies. IV. Promote the upgrading and expansion of supporting service industries

(I) Develop direct financing through equity and bonds. Leverage the role of government-guided industrial funds to build a full-lifecycle fund investment system covering various venture capital and private equity investments, including seed, angel, and M&A rounds. Attract national-level funds such as social security funds, insurance companies, and financial asset investment companies to establish or invest in venture capital funds. Expand bond market financing channels and promote eligible enterprises to issue science and technology innovation bonds and green bonds. Promote the issuance and application of real estate investment trusts (REITs) in the infrastructure sector. Guide qualified regions to apply for the establishment of futures delivery warehouses and explore the development of "insurance + futures" services. (II) Constructing a logistics system adapted to changes in production organization. Promote the open interconnection of logistics data and build a "three-network integration" smart brain. Guide logistics enterprises to develop integrated logistics services. Create high-quality multimodal transport lines such as the Yangtze River freight train and the northbound freight train, and promote models such as "door-to-door," "single bill of lading," and "single container." Conduct research on key common technologies for intelligent logistics and accelerate the application of intelligent logistics technologies and equipment. Construct smart logistics parks and digital warehouses, and conduct pilot projects for new business models such as autonomous truck platooning and unmanned delivery. Support the development of zero-carbon logistics parks and corridors. Promote the construction of overseas warehouses for cross-border e-commerce. Accelerate the development of low-altitude logistics and guide the application of large and medium-sized drones in the logistics field. (III) Promote the Healthy Development of the Platform Economy. Cultivate leading local vertical e-commerce platforms, develop live-streaming e-commerce, instant retail, and content e-commerce, and support increased investment from government-guided industrial funds and industrial policy funds. Provide eligible platform enterprises with incentives of up to 5 million yuan. Cultivate industrial internet platforms and open up and share innovation resources with SMEs. Attract large international cross-border e-commerce platforms to establish regional operation and distribution centers. Guide platform enterprises to promote scenario opening and reduce service commissions, providing testing and application opportunities for new technologies, products, and services for SMEs, and providing technical training and traffic support for micro and small merchants. V. Creating a High-Quality Ecosystem for Innovative Development

(I) Creating Innovative Development Scenarios for the Service Industry. Support the construction of comprehensive demonstration and leading scenarios, establishing service industry clusters (cultivation zones) on an annual basis, with each receiving a maximum incentive of 25 million yuan; focus on typical application scenarios of service-oriented manufacturing, conducting pilot projects for shared manufacturing and integrated application scenarios in batches across various development zones; focus on new scenarios in the consumer service industry, creating the "Shuli Anyi" new consumption scenario on an annual basis, with each receiving a maximum incentive of 3 million yuan. Support service industry enterprises in "intelligent transformation and digital transformation," providing a maximum incentive of 2 million yuan to eligible enterprises. (II) Tiered Cultivation of Business Entities. Enterprises operating in new industries, new business formats, and new models that meet the eligibility criteria will receive incentives of up to 4 million yuan. Enterprises newly listed among China's Top 500 Service Enterprises or Top 100 Private Service Enterprises will receive incentives of up to 5 million yuan. Enterprises newly listed among Sichuan's Top 50 Private Service Enterprises will receive incentives of up to 1 million yuan. The "Ten Thousand Enterprises Cultivation Action" will be implemented, providing incentives to key enterprises that have newly reached the required standards. Large central enterprises, research institutes, universities, and other entities in Sichuan will be guided to divest their professional service departments and establish market-oriented legal entities. (III) Implement a service industry brand strategy. Guide industry associations, chambers of commerce, and enterprises to build a brand cultivation, operation, protection, and evaluation system to enhance the "Sichuan Service" brand. Guide large enterprises to lead SMEs in jointly carrying out overseas brand building and promotion. Strive for national service industry standardization pilot projects. Promote the construction of national pilot projects for new consumption formats, scenarios, and models, as well as internationalized consumption environment pilot projects, and successfully host the China (Sichuan) International Panda Consumption Festival. (IV) Deepen regulatory reform and expand opening-up. Implement inclusive and prudent regulation, and promote efficient handling of "one-stop" business processes for enterprises. Utilize idle space resources for appropriate commercial transformation and operational scenario innovation, and, under the premise of ensuring safety, adjust regional planning and optimize regulatory standards in accordance with the law. Further promote the comprehensive pilot program for expanding the opening-up of the service industry, and encourage the inclusion of more service consumption sectors in the "Catalogue of Industries Encouraging Foreign Investment." Expand inbound consumption and develop service trade. All responsible units should work together to promote the development of the service industry, and formulate detailed rules for policy implementation in a dynamic manner according to the development of relevant service industry sectors and their respective responsibilities. The Department of Commerce, together with relevant departments, will formulate a list of key breakthrough tasks on an annual basis.
