On 12 June 2026, the Tongling Municipal Bureau of Commerce issued the Reply to Proposal No. 083 of the Fifth Session of the 17th Tongling Municipal People's Congress, stating that the Bureau actively promotes the application of the “Internet + Recycling” model and supports enterprises such as Anhui Huishoulang IoT Technology Co., Ltd. in establishing a citywide unified renewable resources information management platform to enable dynamic monitoring of resource flows and capacity matching. Residents can use the platform to schedule “one-click doorstep” collection services, improving coordination among commercial flows, logistics flows, and information flows, and facilitating the recycling chain. Relying on the maturely operated “Internet + Recycling” service system of Anhui Huishoulang IoT Technology Co., Ltd., residents only need to make an appointment via the APP, WeChat Mini Program, 400 hotline, or landline. After submitting a recycling request, they may choose to deliver the items themselves or wait for a real-name-authenticated recycler to provide doorstep service. The APP and Mini Program offer functions such as location services, ratings, and appointment scheduling to ensure safe and convenient transactions.

We have received your “Proposal on Promoting the Development of a Recycling System for Used Household Appliances and Furniture” (No. 083). Our reply is as follows:
I. Proposal on “Scientific Planning and Building a Convenient Recycling Network”
Developing a recycling system for used household appliances and furniture is an important part of promoting green and low-carbon development and ensuring resource security. Taking the development of a national pilot city for renewable resource recycling systems as an opportunity, our city is advancing work in the following key areas:
First, we have completed the preparation of the Layout Plan for Renewable Resource Recycling Outlets in Tongling City (2025–2035). At present, the first draft of the plan has been completed, and three consultation meetings have been held. Opinions are currently being solicited from relevant departments and county-level districts to ensure that the plan is scientifically sound, feasible, and effectively implemented. Through planning guidance, we will systematically address issues such as the “disorderly and unclean” condition of recycling outlets and promote rational and standardized outlet layouts.
Second, we support counties, towns, and townships in constructing or renovating transfer stations or supporting facilities for used household appliances and furniture, and encourage flexible models such as using vehicles in place of warehouses to lower the threshold for establishing recycling outlets and improve recycling convenience. At the same time, we support recycling enterprises in entering communities, businesses, and government agencies; installing smart recycling bins; and establishing recycling demonstration sites, thereby gradually building a convenient recycling network with rational layout and high efficiency.
Third, we will regulate and develop the household recyclable materials recovery industry and accelerate the establishment of a three-tier recycling network comprising “collection points—transfer stations—sorting centers.” Priority will be given to addressing shortcomings at transfer stations and sorting centers in environmental handling, classified packaging, temporary storage, and transportation, improving the collection and distribution efficiency and environmental protection standards for used materials. At the same time, we support leading local enterprises in growing stronger and larger, encourage enterprises such as Anhui Huishoulang IoT Technology Co., Ltd. and Anhui Jinsidai Technology Co., Ltd. to improve the quality and efficiency of traditional recycling operations, promote the resource utilization of recyclable materials such as used household appliances and furniture, and create a demonstration-driven effect.
II. Proposal on “Providing Compassionate Care and Establishing Access Channels for Special Groups”
Recycling services must not only be convenient and efficient, but also reflect the warmth of the city. For special groups such as elderly persons and persons with disabilities, our city has adopted the following measures:
First, we will accelerate digital transformation, support innovation in renewable resource recycling models that integrate online and offline services, and encourage enterprises to invest in supporting digital equipment. The Municipal Bureau of Commerce actively promotes the application of the “Internet + Recycling” model and supports enterprises such as Anhui Huishoulang IoT Technology Co., Ltd. in establishing a citywide unified renewable resources information management platform to enable dynamic monitoring of resource flows and capacity matching. Residents can use the platform to schedule “one-click doorstep” collection services, improving coordination among commercial flows, logistics flows, and information flows, and facilitating the recycling chain.
Second, by integrating renewable resource recycling services into the routine inspection duties of grid workers under the grassroots “micro-grid” governance system, grid workers can proactively collect recycling needs from special groups during visits, help them contact recycling enterprises, and provide convenient services such as “scheduled recycling” and “trade-in,” effectively addressing disposal difficulties for people with limited mobility.
Third, relying on the maturely operated “Internet + Recycling” service system of Anhui Huishoulang IoT Technology Co., Ltd., residents only need to make an appointment via the APP, WeChat Mini Program, 400 hotline, or landline. III. Proposal on “Long-Term Safeguards and Improving a Coordinated Policy System”
First, we will strengthen top-level design, thoroughly implement national, provincial, and municipal work arrangements for the circular utilization of used materials, leverage the advantages of pilot cities in conducting trials first, accelerate the improvement of planning, and establish a comprehensive, efficient, standardized, and orderly recycling and utilization system for used household appliances and furniture.
Second, we will strengthen interdepartmental coordination. Under the overall coordination of the municipal government, we will improve a coordination mechanism involving multiple departments, including commerce, development and reform, industry and information technology, ecological environment, housing and urban-rural development, urban management, natural resources and planning, market regulation, and supply and marketing cooperatives. Responsibilities will be clarified and collective efforts consolidated to ensure that used household appliances and furniture are collected as fully as possible and handled in a standardized manner.
Third, we will intensify efforts to secure higher-level support and actively seek policy and financial support at the provincial level and above, with priority given to supporting enterprise technological upgrading, industrial park development, and equipment purchases, thereby providing solid financial support for the long-term operation of the recycling system. At the same time, social capital will be encouraged to participate, promoting a development pattern guided by the government, led by the market, and supported by diversified investment.
In the next step, the Municipal Bureau of Commerce will continue to work with relevant departments, taking the handling of representatives’ proposals as an opportunity to continuously improve the development of the recycling system for used household appliances and furniture, enhance the level of resource recycling and utilization, and effectively increase the public’s sense of gain and satisfaction.
