On August 14, 2024, the General Office of the People's Government of Qinghai Province issued the "Implementation Plan for Qinghai Province to Step Up Efforts to Promote Large-Scale Equipment Updates and Consumer Goods Replacement", which mentioned supporting the renovation and upgrading of key facilities and supporting equipment of old photovoltaic power stations with an operation time of more than 10 years, and giving priority to supporting the renovation of new energy projects with low conversion efficiency, poor material stability, and low degree of intelligence.

On October 4, 2024, the Shaanxi Provincial Development and Reform Commission and the Shaanxi Provincial Department of Finance issued the "Shaanxi Province's Implementation Plan for Further Supporting Large-Scale Equipment Updates and Consumer Goods Trade-ins", which mentioned supporting the renovation and upgrading of key facilities and supporting equipment of old photovoltaic power stations with an operation time of more than 10 years.

On April 2, 2024, the People's Government of Zhejiang Province issued the "Several Measures for Zhejiang Province to Promote Large-Scale Equipment Renewal and Replacement of Old Consumer Goods", proposing that by 2027, more than 70,000 kilowatts of wind power installed capacity will be upgraded and renovated, and more than 100,000 kilowatts of photovoltaic installed capacity will be retired. Explore the residual life assessment of wind power and photovoltaic equipment, and promote the cascade utilization of equipment and key components. In 2024, many cities in Zhejiang Province, such as Huzhou, Jinhua, Quzhou, Wenzhou, Shaoxing, Ningbo, Hangzhou and Pinghu, Jiaxing, issued special action plans for equipment renewal in the energy field, jointly promoting the replacement of photovoltaic modules with large modules or new modules for modules that have been in operation for more than 10 years, with a panel power of less than 250 watts and an energy conversion efficiency of less than 18%-20%. On December 2, 2024, the Pinghu Municipal Development and Reform Bureau announced the "Supplementary Opinions on Several Policy Opinions (Trial) on Promoting Green and Low-Carbon Energy Development in Pinghu City (Draft for Comments)", encouraging the renewal of distributed photovoltaic equipment. For projects with a grid-connected capacity of 1 MW or more, more than 10 years old, a conversion efficiency of less than 18%, or a single-chip power of more than 250 watts, technical transformation and renewal will be implemented. After the technical transformation is completed and approved, a one-time subsidy of 0.2 yuan/watt will be given according to the updated capacity.

Yinchuan City in Ningxia Hui Autonomous Region, Shenyang City in Liaoning Province, Hechi City in Guangxi Zhuang Autonomous Region, and 14 cities in Guangdong Province, such as Huizhou, Maoming, Meizhou, Foshan, Guangzhou, Zhuhai, Shanwei, Heyuan, Yangjiang, Qingyuan, Dongguan, Jieyang, Shaoguan and Zhanjiang, have all issued relevant implementation plans to promote large-scale equipment renewal and replacement of old consumer goods with new ones, aiming to increase installed capacity, power generation efficiency and economy by promoting the retirement and transformation of photovoltaic power generation equipment that has reached or is approaching the end of its life.
