Jiujiang, Jiangxi Province, will establish a citywide unified smart supervision platform for renewable resources, enabling full-chain traceability from collection and transportation to processing.
Nov 02, 2026

In August 2026, the Standing Committee of the Jiujiang Municipal People’s Congress made it clear during a study of the recycling and utilization system for renewable resources that Jiujiang will establish a unified citywide smart supervision platform and promote digital traceability management across the entire chain of renewable resource collection, transfer, and processing, ensuring clear records for all types of waste.

Discarded household appliances, end-of-life vehicles, construction waste, and other idle or discarded materials can all be valuable “urban mines.” Recycling and utilization of renewable resources is an important part of the green, low-carbon economy. It is also a public-service initiative that supports our city’s efforts to build a “zero-waste city” and protect the ecological environment along the Yangtze River shoreline. In 2026, the Standing Committee of the Municipal People’s Congress made the recycling and utilization of renewable resources a key annual oversight topic. Through field research, meetings and visits, and listening to public feedback, it identified industry pain points and used targeted oversight to promote quality improvements and upgrades in the city’s renewable resource recycling and utilization industry.
Taking the pulse on the ground and addressing industry weaknesses
From the city’s secondhand goods market to enterprises that coordinate sludge and food waste treatment, and from construction waste recycling bases to end-of-life motor vehicle recycling and dismantling facilities, the work covered every link in the industry chain. Starting in May this year, under the leadership of a deputy director responsible for the work at the Standing Committee of the Municipal People’s Congress, the Agriculture Committee of the Municipal People’s Congress formed a special research group. Using a coordinated city- and county-level approach that combined broad coverage with focused visits, the group traveled throughout the city, visiting every link in the industry chain. It examined in detail the operation of the entire process, from collection, sorting, and processing to disposal, and carefully documented the challenges facing businesses and bottlenecks in industry development. In early July, the group visited leading cities in related fields to learn from their experience, conducting on-site research at local circular economy industrial bases, a demonstration project for the safe recycling and disposal of mobile phones, and smart recycling platform operations.
Through visits, observation, and reflection, the comprehensive field research gathered a large amount of first-hand information into a detailed “health check” report. The research group addressed the issues directly and identified weaknesses in industry development. At present, the renewable resource recycling and utilization system in our city is still in its early stages. The city lacks a dedicated plan, and market participants are mainly small businesses, with no leading enterprises. The number of end-of-life vehicle recycling companies is growing rapidly, while order in the industry remains in need of improvement. Recycling collection points are unevenly distributed between urban and rural areas, with insufficient channels in older residential communities and villages, and illegal dumping of bulky waste remains a prominent problem. The industry is not sufficiently consolidated, there is a shortage of large-scale collection and processing facilities, sorting remains insufficiently automated, and some recyclable resources are transferred elsewhere for disposal. In addition, coordination between government departments on supervision is inadequate; there is no unified smart supervision platform, and the industry’s overall situation is not yet clearly mapped.
Prescribing targeted remedies and tackling challenges with four practical measures
In response to the issues identified, the research group considered Jiujiang’s development needs and drew on advanced practices from other regions to develop four targeted measures.
——Set the direction through planning. Expedite the development of a dedicated plan and establish a four-tier network comprising “municipal collection and distribution centers, county-level sorting centers, township transfer stations, and village-level collection points.” Deepen the integration of the two networks and promote a smart “Internet+ recycling” model to extend collection services to the most remote urban and rural communities.
——Strengthen support through policy guidance. Establish dedicated subsidies for low-value recyclables, designate sorting centers and processing bases as land for public utilities, strengthen capacity monitoring and early-warning mechanisms, and guide the industry toward orderly competition and self-regulated development.
——Build momentum through industrial upgrading. Leverage Jiujiang’s geographical advantages to develop renewable resource collection and distribution centers, attract leading enterprises to build full-chain circular economy industrial parks, and support municipal state-owned enterprises in consolidating small, scattered operators and establishing a municipal circular utilization platform to reshape the industry ecosystem.
——Break down barriers through institutional innovation. Establish a coordinated law-enforcement mechanism among departments and build a unified citywide smart supervision platform to enable digital traceability management across the entire chain of collection, transfer, and processing, ensuring clear records for all types of waste.
Ensuring lasting results through follow-up oversight and advancing the green transition through the rule of law
In recent years, our city has continued to strengthen the institutional framework for solid waste management. On May 1 this year, the Regulations of Jiujiang Municipality on the Prevention and Control of Environmental Pollution by Solid Waste officially came into force, laying a stronger legal foundation for building a “zero-waste city.” This is also the fifth consecutive year that the Standing Committee of the Municipal People’s Congress has carried out its sustained oversight initiative, “Zero-Waste Jiujiang in Action.” Over the years, regular, institutionalized oversight has driven the resolution of identified problems, improved the ecological environment, and helped the industry advance.
According to the figures, by the end of May this year, applications for the city’s vehicle trade-in program had reached 6,400 vehicles, while sales under the trade-in programs for household appliances and digital products exceeded 590 million yuan and 359 million yuan, respectively. The city has established nine standardized renewable resource sorting centers and has been recognized as one of the national “Key Cities for Renewable Resource Development” in the supply and marketing cooperative system. Nearly 100 market participants have connected to the data system integrating the two networks. The standardization and digitalization of renewable resource recycling and utilization have steadily improved, and the environmental benefits of turning waste into valuable resources continue to grow.
Oversight continues, and public service remains a work in progress. On July 28, the 38th meeting of the 16th Standing Committee of the Jiujiang Municipal People’s Congress heard and deliberated a special report from the municipal government, offering recommendations to improve the quality and efficiency of the city’s renewable resource recycling and utilization work. Going forward, the Standing Committee of the Municipal People’s Congress will continue to follow up on the implementation of its deliberation opinions, further strengthen the effectiveness of people’s congress oversight, and continue to improve the renewable resource recycling and utilization system. Through the rule of law, it will protect the region’s clear waters and green mountains and inject green momentum into Jiujiang’s development as a key hub city in the Yangtze River Economic Belt, built to high standards and with high quality.
